Effective counter-trafficking responses must provide comprehensive support that addresses the needs of vulnerable groups, but also safeguards the rights of all victims.
This guidebook has been developed, in partnership with the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC), to support the monitoring of gender-sensitive and victim-centred approaches in counter-trafficking efforts.
It aims to be used by all ASEAN Member States, ASEAN Sectoral Bodies and related counter-trafficking stakeholders across the region to consistently collect data and conduct assessment and reflection on the extent to which they have adhered to these principles.
The ASEAN Monitoring and Evaluation System for Gender Sensitive and Victim Centred Approaches to Countering Trafficking in Persons including the guidebook was developed by Ethos of Engagement Consulting, commissioned by ACWC with support from ASEAN-ACT and the ASEAN Secretariat. In the process of developing the guidebook, multiple rounds of consultation were conducted with TIP experts and practitioners from government agencies and civil society organisations in ASEAN Member States, in addition to seeking the guidance and expertise of ACWC Representatives.
