Improving transparency and accountability in TIP
Transparency and accountability in implementing counter-trafficking efforts is key to effective implementation of ACTIP obligations and national-level plans against trafficking in persons.
Collection, analysis and reporting of trafficking data can also improve justice outcomes for victims.
ASEAN-ACT seeks to support ASEAN Member State agencies to put in place the mechanisms to evaluate and assess the performance of their counter-trafficking efforts, their national plans against trafficking in persons, and against their ACTIP obligations.
This project also aims to support ASEAN and ASEAN Member States’ institutional accountability in their responses to counter-trafficking, particularly in addressing complicity and corruption. This includes building robust monitoring and reporting frameworks, with measures to collect trafficking data that is disaggregated. And supporting agencies to improve collaboration on the collection, analysis and reporting of TIP.
This project works closely with ASEAN Sectoral Bodies (SOMTC and ACWC) and builds on regional work (eg. Bohol Workplan 2.0) and national work (Philippines MERL framework).
Why is trafficking data important?
Data is fundamental to every decision made by victims, courts, government agencies or civil society organisations to prevent and combat human trafficking. Without data, it is difficult to tell the impact of allocated funds, whether trafficking patterns are changing, and what efforts might be needed to improve counter-trafficking responses. More importantly, without data it is difficult for a trafficked victim to make an informed decision about whether they will give evidence in a trafficking case.
Monitoring of gender-sensitive and victim-centred approaches in counter-trafficking
Effective counter-trafficking responses must provide comprehensive support that addresses the needs of vulnerable groups, but also safeguards the rights of all victims.
This guidebook has been developed, in partnership with the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC), to support the monitoring of gender-sensitive and victim-centred approaches in counter-trafficking efforts.
Toolkit to support the compilation of annual TIP annual reports
The transparent publication of national trafficking in persons annual reports ensures that ASEAN Member States work to further implementation of the ACTIP. ASEAN-ACT shares published ASEAN Member States annual trafficking in persons reports on the portal. This toolkit has been developed by ASEAN-ACT for practitioners working in national counter-trafficking agencies.
Corruption and trafficking in persons: an ASEAN legislative review
This report, developed through the partnership between ASEAN-Australia Counter Trafficking and UNODC Regional Office for Southeast Asia and the Pacific, examines how trafficking in persons and corruption legislation in ASEAN Member States (AMS) criminalises corruption as a facilitator of trafficking. It aims to identify current linkages between trafficking in persons and corruption in the criminal provisions of AMS legislation and highlights potential ways for provisions to be applied in practice to punish corruption that facilitates trafficking.
