ADHOC is the first Cambodian human rights association to be established in Cambodia. Its Women’s and Children’s Rights Program focuses on issues of gender-based violence (GBV), including rape, domestic violence, human trafficking, and migrant abuse. It supports victims of human rights violations, through Investigation and intervention, case-by-case fact-finding, legal advice and representation, referral to recovery shelters, as needed, and material, travel, medical, and repatriation assistance

AFESIP-Cambodia works to care for and secure the rights of young women and girls who are victims or at risk of being victims of slavery and to successfully recover, educate, train and reintegrate them into mainstream society through financial independence in a sustainable and innovative manner. It does this by helping and teaching them to achieve financial independence through sustainable careers.

Known for its work in strengthening the criminal justice systems in Cambodia in relation to sexual abuse and exploitation of children. APLE provides pro-bono legal support to victims and their families. Its Court Support Program focuses on providing high-quality and timely legal and social support for victims of sexual abuse. The program’s activities include crisis intervention, provision of emotional support, legal advice and representation for victims and their families along with advocacy at all levels to establish child-friendly procedures during the entire judicial process.

ACRA is the first association of recruitment agencies to be established in Cambodia in 2007. It is experienced in cooperating with various stakeholders such as government, private companies, Trade Unions, development partners and CSOs in promoting safe and regular overseas migration for Cambodian migrant workers. In 2018, it signed a MOU with the NGO LSCW to promote ethical recruitment, focusing on improving predeparture training and encouraging workers to travel through legal channels.

Banteay Srei promotes women’s empowerment and leadership skills, supports community action and behavior change against GBV. It has a Safe House project in Battambang province for violence against women and girls survivors, particularly those who are in the process of legal redress. Its Peace Shelter in Siem Reap province provides psychosocial and law counselling to survivors and perpetrators of domestic violence. emergency and legal support to gender-based violence survivors

Better Factories Cambodia is part of Better Work, a joint project by the ILO and IFC aimed at improving working conditions and respect of labour rights for workers in the garment (apparel) industry.

Coalition of 16 NGOs, working to fight against child trafficking in 22 provinces and municipalities, using a 4P strategy – Prevention, Prosecution, Provision and Promotion.

Sexual Orientation and Gender Identity (SOGI) Project that supports the rights and protection of the LGBT community by developing a knowledge and support network that spans Cambodia. It also raises awareness of, and provides information about human rights in general. Mapping of the LGBT community in Cambodia is a key aspect of the SOGI project

CCPCR focuses on the rehabilitation and reintegration of girls and young women rescued from abuse, from within and outside their families and those rescued from trafficking in its many forms. CCPCR work focuses on strengthening collaboration and coordination with relevant stakeholders to rescue and respond to the case needs of migrant workers and human trafficking victims deported and repatriated back from other countries such as Thailand, Malaysia, Indonesia, China and Vietnam. Its services are open to ethnic minorities, people with disabilities, LGBTQI, and migrant workers.

National network of organisations representing persons with disabilities in Cambodia. It represents DPOs/WWDFs nationally and advocates for their rights and interests as well as help build their rights awareness and capacity towards achieving a life with dignity.

CAMFEBA represents the interests of employers in Cambodia. It works closely with the ILO and is the sole employers’ representative from Cambodia to the International Labor Conference held in Geneva, every year.

Christian NGO based in the border town of Poipet that works on a range of issues including raising awareness of human trafficking. It runs a shelter for female victims of trafficking and supports the livelihoods of vulnerable persons through education, vocational training, loans and the running of social enterprises.

One of Cambodia’s leading human rights organisation, LICADHO has offices in most provinces in the country. It offers legal aid and legal consultation to trafficked persons, short- and long-term assistance, and immediate emergency assistance.

Founded in 1997, CWCC is one of Cambodia’s leading women’s organization advocating for the human rights of women and children, gender justice and the elimination of all forms of violence against women. It supports the empowerment of vulnerable women and girls through protection, prevention and advocacy. It offers a drop-in crisis center, emergency medical care, legal counselling and safe shelter. It also provides vocational training and job placement assistance and/or income generation support.

CARE is implementing cross-border cooperation with Raks Thai Foundation to provide awareness of unsafe migration and human trafficking. CARE also has a long running program on Ethnic Minority Women that works with women and their communities in Cambodia’s north-eastern provinces of Ratanak Kiri, Mondul Kiri, Kratie and Stung Treng. Areas: Education for children, economic empowerment, GBV.

CENTRAL avocates for the labour and human rights of Cambodian people, including migrant workers. It provides rescue, repatriation, reintegration, mental and physical rehabilitation of the victims, vocational skills training and legal assistance to prosecute against the perpetrator/s. It also organizes prevention activities to raise awareness on human and labor trafficking through series of community forums and online (social media) platforms. CENTRAL organizes Cambodian migrant workers in Thailand and Malaysia to enable those people jointly participating in prevention campaign on both human and labor trafficking.

Christian NGO that works on education, vocational training and business development for survivors of and those at risk of human trafficking. It offers shelter, basic needs support, medical services, and vocational training (tailoring wedding and party dresses) and job placement assistance for trafficked females.

The Coalition is a global community of anti-trafficking practitioners in Cambodia and abroad including Malaysia, Thailand and South Africa. It works to empower communities, strengthen systems, and restore justice and wellbeing with survivors.

CPU was established in 2013 and works with the Cambodian National Police (CNP) to respond to serious offences, including sexual abuse, exploitation, trafficking, kidnapping, rape, murder and Online Child Sexual Exploitation, committed against children across Cambodia. It provides support in forensics, crime scene investigation, evidence identification and analysis. and capacity building of the CNP. It also provides full support for the victims of crime, including medical care, legal support, basic counseling and will arrange the provision of specialist support on a case by case basis. In 2019, it created a Internet Crimes Against Children Unit which is focused on developing national capability to eradicate OSEC and all internet enabled crimes against children.

Based in Battambang province, it works on ending the exploitation and trafficking of Children in Cambodia.

Coca Cola was one of the partners of Winrock International in the USAID-funded Cambodia CTIP Program which ran from 2015-19. It supported women at risk in entrepreneurial and business acumen training so that they could manage their own businesses.

CLEC supports vulnerable communities who depend on land and natural resources in Cambodia for their livelihoods in their legal empowerment and having access to justice. It provides rescue, repatriation, legal consultation, and legal representation for victims of trafficking and/or labor exploitation. It also offers reintegration support, and referrals to other appropriate social services.

CARAM Cambodia advocates for migrant rights and works to prevent and reduce the spread of HIV/AIDs among the migrant worker communities. It provides case management, legal counselling and representation in court, and repatriation support for victims of labor exploitation and human trafficking. It also refers returned migrants to social support services and skills training courses (make-up and tailoring).

Damnok Toek focuses on vulnerable children, particularly trafficking victims; street working or street living children; young people living with physical or intellectual disabilities; and victims of any kind of exploitation or abuse. It offers vocational training, mid- and long-term shelter with basic medical care and nutrition support, family tracing and reunification

DAHTJP sits within the MoI and focuses specifically on combating the trafficking and sexual exploitation of adults and minors in accordance with Cambodian and international laws. It runs a hotline number (023 997 919/ 017 276 222) for victims of trafficking and persons wishing to report cases of trafficking and related suspicious activities.

Department of Anti-Human Trafficking and Reintegration sits under MoSAVY and has offices & social worker staff in every province in Cambodia that assist with reintegration and repatriation for victims of human trafficking and exploitation.

Department of Legislation is tasked with work related to prevention of Trafficking in Persons. It has been actively involved in developing counter-TIP textbooks for primary and lower secondary schools.

The General Commissariat of Cambodian National Police is usually the first to locate victims when anything happens in the locality or community.

General Department of Labour is responsible for labour inspection, enforcement of labour rules, and prevention of child labour.

General Department of Prosecution and Criminal Affairs is under the MoJ and is tasked with work related to counter-trafficking in persons. It is the Central Authority for mutual legal assistance in the criminal sector.

General Department of Social Development sits under MoWA and is tasked with work related to counter-trafficking in persons and/or gender-based violence.

Under its Grab for Good program, ride-hailing company Grab will partner NGOs Liberty Shared Cambodia and Child Helpline Cambodia to train 10,000 driver-partners to help spot and report human trafficking. The project is slated to start in June 2020.

Hagar Cambodia was established in 1994, with mission to see communities free and healed from the trauma of human trafficking, slavery, and abuse. Hagar focuses on individuals who have endured severe mental and/or physical trauma, and who have survived extreme abuse as a result of to human trafficking, domestic violence or sexual assault by providing recovery services such as shelter, counselling, case management services, legal support, education, life skills training, job skills training and job placement assistance, reintegration and repatriation support. Over the past two decades, Hagar has earned a reputation for working with the “toughest cases” such as the young children, adolescents, and those repeatedly abused. Hagar is also developing research, leading advocacy and building the capacity of other organizations, to improve prevention and strengthen after-care services especially in the area of Trauma Informed Care. With over 26 years of experience, HAGAR Cambodia has transformed into an internationally renowned leader in recovery services for survivors of human trafficking, slavery and abuse.

Works on education, infrastructure development, health, and disabilities. It has a presence in eight provinces in Cambodia. It runs a training center and home for young people with disabilities in Kandal province.

KWCD provides short-term vocational training for victims of trafficking (men, women, and children) in all 24 provinces and job placement assistance for clients (posttraining)

Komar Rikreay runs a shelter for children who are victims of domestic violence, bonded labor, or street children in the province of Battambang. It provides medical care, counseling, art therapy, access to formal and non-formal education, and vocational training for teenagers (over 15 years).

LAC provides legal representation and aid to Cambodia’s poor and underprivileged including victims of trafficking. It also offers grants to child victims of trafficking for vocational training.

LSCW promotes rule of law and access to justice especially for women and children in Cambodia; victims of trafficking; and migrant workers. LSCW also trains and builds the capacity of government institutions, civil society, students and citizens in law enforcement, counter-trafficking and safe, legal migration. It empowers local communities to prevent human trafficking through organizing safe migration forums.

One of Cambodia’s two national associations of recruitment agencies, MAC is an association of 12 Cambodian recruitment agencies. One of its stated objectives is to promote safe migration and prevent human trafficking. Together with ACRA, it developed a code of ethics for private recruitment agencies which was launched in early 2020 by MOLVT.

MoEYS is a member of the NCCT and leads the inter-ministerial Task Force for Prevention. It has worked with NGOs to develop a curriculum on the risks and prevention of TIP which will be implemented in schools from Grade 3-9 in 2020.

MFAIC is responsible for coordinating the repatriation of and assistance to Cambodians overseas who have been abused or exploited. It does this by working with the IOM and coordinating with the various consulates.

MoI is responsible for law enforcement in Cambodia. It chairs the NCCT and serves as its Secretariat. The Department of Anti-Human Trafficking and Juvenile Protection (DAHTJP), within the MoI, focuses specifically on trafficking and sexual exploitation of adults and minors in accordance with Cambodian and international laws. It runs a hotline number (023 997 919/ 017 276 222) for victims of trafficking and persons wishing to report cases of trafficking and related suspicious activities.

MoJ is a member of the NCCT and leads the inter-ministerial Task Force for Judiciary Affairs. It administers and regulates the judiciary in Cambodia

MoLVT is a member of the NCCT and leads the inter-ministerial Task Force for Migration

MoSAVY is a member of the NCCT and leads the inter-ministerial Task Force for Victim Protection. MoSAVY also supports awareness-raising of the public in TIP.

MoWA is a member of the NCCT and leads the inter-ministerial Task Force for International Relations. MoWA is the national institution with the mandate to upgrade the status of women throughout Cambodia. It has a program for lobbying and resources for creating laws, policies and strategies for the punishment of trafficking of women and children. It can also seek support for the effective implementation of these laws and promote public awareness about trafficking and support for victims.

Promotes and protects the rights of minority groups in Cambodia, especially among the Khmer Krom and long-term ethnic Vietnamese communities. Programs include monitoring, investigating, and providing legal services on human and minority rights violations and discrimination, and conducting education programs for stateless children.

The NCCT is Chaired by the Deputy Prime Minister, Minister of Interior and comprises of 21 ministries and 5 specialized units. It is Cambodia’s national mechanism to lead, coordinate, collect information, analyze data and initiate the development of law, policy, and plan relating to human trafficking and all forms of exploitation. The NCCT oversees the implementation of the National Strategic Plan for Counter Trafficking in Person (2019-2023) and ACTIP at the national level. It also plays an important role in promoting collaboration between national ministries, institutions, development partners, international and national CSOs, and the private sector in combating TIP.

The National Police Commissioner leads the inter-ministerial Task Force for Law Enforcement under the NCCT.

Two main programs: Organising LGBT members in all 24 provinces and cities in Cambodia; and Empowering the LGBT community to advocate for their rights and support from local authorities and the public.

Ratanak supports young women who are survivors of domestic or international sexual and labour exploitation as well as men who are caught in labour trafficking situations across the Thai-Cambodia border. It offers long term support to trafficking survivors, including case management, economic empowerment and therapy, in both a residential setting (female, 18 bed spaces) and community settings. It has prevention, intervention and awareness training programs in at-risk communities through equipping volunteer community trainers.

Sak Saum is a social enterprise focused on the prevention, rescue, restoration, transformation, and rehabilitation of vulnerable and exploited women, men and children. It provides income generation, sewing and life skills training for female returned migrants and victims of trafficking (over 18- 32 years). It also offers counseling, Khmer and English literacy classes, and community housing

Sao Sary focuses on developing educational support programs for children who are at high-risk of being trafficked or exploited. It assists families with developing income-generating small businesses so as to remove the incentives to be part of the human trafficking process. Areas of work include: Direct recovery and psychosocial services, medical services for at-risk children and victims of trafficking, referral for drug rehabilitation and legal assistance, income generation, skills training, job placement.

TPO provides psychological and mental health care to Cambodians. It runs self-help groups for victims of trafficking (selfesteem and self-confidence raising) and offers community based care and treatment.

Triangle in ASEAN delivers services directly to migrant workers and their communities through a network of Migrant Worker Resource Centres (MRCs). In Cambodia they are managed in partnership with the National Employment Agency, the Provincial Department of Labour and Vocational Training, Cambodian Labour Confederation and others in select provinces.

The five-year (2021-2026) USAID Cambodia CTIP activity builds on the progress of previous USAID programming in Cambodia by promoting the empowerment of migrants and at-risk persons through innovative livelihood and skill-building opportunities. Economic disparities push many Cambodians to undertake risky migration that traps them into servitude abroad or pulls them into indebtedness that bonds them to unfree labor at home.

In partnership with the Cambodian government, the private sector, and civil society organizations, Cambodia CTIP will work in eight provinces assessed as hot spots for trafficking and risky migration. The activity will also build on the Cambodian government’s anti-trafficking initiatives and bolster a holistic provision of services to survivors of human trafficking while addressing the root causes of exploitation in key sectors of the economy.

VCAO works with poor and socially vulnerable children in Cambodia to provide education and social support. Village Safe Net program focuses on preventing violence, sexual abuse, village trafficking and exploitation of children. It offers community-based vocational training, legal assistance to trafficked persons, long- and short-term shelter, counseling and medical support.
