ASPEK Indonesia, a national Federation of Trade Unions in the service sector

ASPEK Indonesia is a trade union affiliated nationally with the Confederation of Indonesian Trade Unions (KSPI) and internationally with UNI Global Union. The organization seeks to promote and protect the rights and interests of workers through social dialogue, collective bargaining, advocacy, and capacity-building.

ASPEK Indonesia’s relationship with employers is built on four main principles:

  1. Mutual understanding, mutual respect, mutual trust, and mutual benefit, with the aim of achieving win-win solutions through collective bargaining and constructive social dialogue.

Attorney General Office (AGO)

The Attorney General’s Office (AGO) works closely with the Indonesian National Police (INP) in the prosecution of trafficking in persons (TIP) cases. It plays a key role in strengthening law enforcement efforts against TIP, including enhancing the capacity of law enforcement personnel, providing protection for witnesses, victims, and their families, developing gender-responsive and child-sensitive guidelines, and facilitating victims’ access to restitution and other legal remedies.

Within the AGO, the Deputy Attorney General for General Crimes oversees the implementation of law enforcement in relation to general criminal offenses. Its responsibilities include pre-prosecution, supplementary investigations, prosecution, legal remedies, and the enforcement of court judgments and judicial decisions that have obtained final and binding legal force.

Under the Deputy Attorney General for General Crimes, the Directorate of Terrorism and Transnational Crimes serves as the primary work unit responsible for the AGO’s day-to-day activities related to combating trafficking in persons and other transnational crimes. Bhayangkara Hospital

In 2003, the Chief of the Indonesian National Police directed police hospitals across Indonesia to establish Integrated Service Centers (Pusat Pelayanan Terpadu/PPT) to provide support for victims of violence, including victims of trafficking in persons (TIP). Subsequently, many regional governments established PPTs within police hospitals through local regulations.

The National Police Integrated Service Centers (PPTs) provide comprehensive services to women and children who are victims of violence and trafficking. These services typically include medical care, medico-legal examinations, psychosocial support, counseling, protection, and referral assistance, delivered through a coordinated, multidisciplinary approach.

BP2MI (Indonesian Migrant Workers Protection Agency)

The Indonesian Migrant Workers Protection Agency (BP2MI), formerly known as Badan Nasional Penempatan dan Perlindungan Tenaga Kerja Indonesia (BNP2TKI) (National Agency for the Placement and Protection of Indonesian Migrant Workers), was responsible for the placement and protection of Indonesian migrant workers. Following institutional reforms, its functions are now carried out under the Ministry for the Protection of Indonesian Migrant Workers (KP2MI).

The ministry is responsible for the placement, protection, and empowerment of Indonesian migrant workers, as well as the formulation and implementation of policies related to the promotion and utilization of overseas employment opportunities.

Within the ministry, the Directorate General of Protection of Indonesian Migrant Workers coordinates, supervises, and delivers services related to migrant worker protection throughout the migration cycle.     Indonesia Supreme Court

    The Supreme Court of the Republic of Indonesia is the highest court in the Indonesian judicial system and serves as the court of cassation.     Indonesian National Police (INP)

    The Indonesian National Police (INP) plays a central role in combating trafficking in persons (TIP) through surveillance, investigation, and the arrest of individuals suspected of trafficking-related offenses. The INP also serves as the Secretariat of the National Task Force for the Prevention and Handling of Trafficking in Persons, facilitating coordination among government agencies involved in anti-trafficking efforts.

    Within the INP, the Criminal Investigation Division (CID) is responsible for investigating trafficking cases and, in some instances, supporting the handling and protection of trafficking victims. Operating under the direct supervision of the Chief of the Indonesian National Police, the CID coordinates closely with task force members from relevant ministries and government agencies.

    The INP also has a Directorate for Women, Children, and Trafficking in Persons Crimes (PPA-PPO Directorate), which is responsible for law enforcement activities related to crimes involving women and children, including trafficking in persons. Its functions include victim identification, criminal investigations, case management, and coordination with relevant service providers. Cases involving domestic violence, abuse, and trafficking often fall within the Directorate’s mandate and may be referred to or handled by the PPA-PPO Directorate. The INP has plans to establish PPA-PPO units at local levels throughout the country to strengthen access to protection and law enforcement services.

    The International Relations Division of the INP oversees the activities of Indonesia’s National Central Bureau (NCB)-INTERPOL and supports efforts to combat transnational and international crime, including human trafficking. The division is also responsible for coordinating international police cooperation, supporting humanitarian and peacekeeping missions, strengthening human resource capacity, and assisting in the implementation of legal protection measures for Indonesian citizens abroad.

    Ministry of Social Affairs (MOSA)

    MOSA acts as the focal point for social rehabilitation, repatriation, and social reintegration of victims of trafficking under the NPA.     Mulya Jaya Centre – MOSA’s Technical Implementation Unit

    Mulya Jaya Center, located in Jakarta, is one of the technical implementing units under the Indonesian Ministry of Social Affairs.     Task Force for the Prevention and Handling of Trafficking in Persons

    The Indonesian Task Force for the Prevention and Handling of Trafficking in Persons (TIP) is a coordinating body responsible for coordinating efforts to prevent and address trafficking in persons in Indonesia. The Task Force implements the Five-Year National Action Plan for the Prevention and Handling of Trafficking in Persons, which comprises the following program clusters and lead agencies (based on Presidential Regulation No. 19 of 2023):

    • Sub-Task Force on TIP Prevention, led by the Ministry of Women’s Empowerment and Child Protection;
    • Sub-Task Force on Medical Rehabilitation, led by the Ministry of Health;
    • Sub-Task Force on Social Rehabilitation, Repatriation, and Social Reintegration, led by the Ministry of Social Affairs;
    • Sub-Task Force on Development of Legal Norms, led by the Ministry of Law and Human Rights;
    • Sub-Task Force on Law Enforcement, led by the Indonesian National Police (POLRI); and
    • Sub-Task Force on Coordination and Cooperation, led by the Ministry of Manpower.

    The Task Force is co-chaired by the Coordinating Ministry for Political, Legal, and Security Affairs (Chair I) and the Coordinating Ministry for Human Development and Cultural Affairs (Chair II), while the Indonesian National Police (POLRI) serves as the daily chair and leads the day-to-day operations of the Task Force Secretariat (based on Presidential Regulation No. 49 of 2023).

    However, the Task Force structure is expected to be amended to align with the changes in ministerial nomenclature under the new Red and White Cabinet, which was formed on 21 October 2024.

    The Witness and Victim Protection Agency (LPSK) is mandated to provide protection and assistance to witnesses and victims of crime, including victims of trafficking in persons (TIP).
