Batis Centre for Women

The Batis Center for Women is a Philippine non-governmental organization established in 1988 to support Filipino women migrant workers, particularly those who have experienced trafficking, exploitation, and abuse. Child Protection Network

Commission on Filipinos Overseas (CFO)

The Commission on Filipinos Overseas (CFO) is a member of the Inter-Agency Council Against Trafficking (IACAT). It promotes and protects the rights, interests, and welfare of overseas Filipinos through migration management, policy advocacy, and preventive interventions against trafficking in persons (TIP).

CFO implements the Guidance and Counseling Program for Filipino spouses and partners of foreign nationals, as well as other counselling interventions for Filipinos intending to travel or reside overseas under various sponsorship arrangements. Commission on Human Rights (CHR)

The Commission on Human Rights (CHR) is the Philippines’ National Human Rights Institution and an ex officio member of the Inter-Agency Council Against Trafficking (IACAT). Cybercrime Investigation and Coordinating Center

The Cybercrime Investigation and Coordinating Center (CICC) is an attached agency of the Department of Information and Communications Technology (DICT), chaired by the DICT Secretary. It serves as the central body for coordinating national efforts to combat cybercrime in the Philippines.

The Department of Justice (DOJ) is a co-chair of the Inter-Agency Council Against Trafficking (IACAT). Under the Anti-Trafficking in Persons Act of 2003, it is mandated to investigate and prosecute individuals accused of trafficking in persons (TIP).

The Department of Migrant Workers (DMW) Act (Republic Act No. 11641) took effect on February 3, 2022, establishing the DMW as a dedicated government agency. Department of Social Welfare and Development (DSWD)

The Department of Social Welfare and Development (DSWD) is a co-chair of the Inter-Agency Council Against Trafficking (IACAT) and the lead government agency in providing direct assistance to victims of trafficking in persons (TIP).

DSWD implements a range of protective, rehabilitative, and reintegration programmes for trafficked persons. It provides comprehensive support services, including psychosocial care and counselling, temporary shelter, and case management. DSWD-managed shelters offer essential services such as: (a) psychological support and counselling; (b) a 24-hour action line for crisis calls, including technology-based counselling and referral systems; and (c) coordination with the Department of Justice (DOJ) and local law enforcement agencies, among others.

The Inter-Agency Council Against Trafficking (IACAT) is the primary government body responsible for coordinating, monitoring, and overseeing the implementation of the Anti-Trafficking in Persons Act in the Philippines. Supreme Court

The Supreme Court of the Philippines is the highest judicial body in the country, responsible for the final adjudication of legal disputes, including cases involving trafficking in persons (TIP). Terre des hommes

In the Philippines, Terre des Hommes Netherlands works to prevent and respond to child trafficking, child labour, and online sexual exploitation of children (OSEC). Its programmes focus on addressing the root causes of vulnerability, including poverty, lack of education, and unsafe migration pathways that expose children to exploitation.

TdH NL collaborates closely with government agencies, civil society organizations, and communities to strengthen child protection systems at both national and local levels. This includes providing technical support, enhancing policies, and building the capacity of key stakeholders—such as law enforcement, social workers, and educators—to better identify and respond to trafficking cases.

The organization also places strong emphasis on prevention and empowerment, engaging children and youth as advocates for their own rights while raising awareness in communities and schools. In addition, TdH NL provides direct assistance to at-risk children and survivors, including education, psychosocial support, and livelihood opportunities for families to reduce the risk of re-trafficking.
