AAI was founded on July 1990 by two hundred members of the Indonesian Advocates Association (IKADIN). The goal of AAI is to improve the quality of the Advocate profession. AAI’s partners are Ministry of Law and Human Rights, National Legal Development agency (BPHN), the National Women’s Commission, TICMI (The Indonesia Capital Member Institute), Business Competition Supervisory Commission (KPPU), Supreme Court and Hukum Online.

ATKI is a self organisation of Indonesian migrant workers. It advocates for migrant workers policies and regulations in destination countries and in Indonesia. It also provides direct assistance, counseling, and legal aid referral services for migrants who have been abused and/or trafficked.

AGO works with INP in the prosecution of TIP cases. Specifically it seeks to improve the law enforcement for TIP cases including enhancing law enforcement apparatuses; providing protection for witnesses, victims, and their families; developing gender responsive and child sensitive guidelines; access to restitution for victims, etc.

Supporting the rights of people with disabilities is a core focus of the Indonesian program of LWS.

Mulya Jaya Center in Jakarta is one of the technical implementing units within the Indonesian Ministry of Social Affairs that carries out social services, protection, and rehabilitation for people with social welfare problems, former sex workers, and victims of (domestic) violence. It has the capacity to accommodate as many as 185 people in 2020. It provides physical, mental, psychosocial development activities aimed at changing attitudes and behavior, skill therapy and resocialization to enable clients to carry out their social functions and be independent in their social life.

Jakarta-based Bandung Wangi works to improve the lives of female sex workers in Indonesia. It helps them access HIV prevention, testing and treatment services, It also supports sex workers to find alternative, safer livelihoods.

This unit of LPSK has the duty and function to provide protection to witnesses and/or victims of crime, including the crime of Trafficking in Persons. They also facilitate victims to obtain restitution.

Compassion First focuses on supporting survivors of child sexual trafficking through aftercare programs that provide individualized care and education for trafficking survivors; strengthening law enforcement capabilities; and education and vocational training, etc.

Responsible for the planning and policy co-ordination, as well as synchronisation of policies in the affairs of politics, law, and national security.

Together with the Deputy of Women’s Rights Protection from MoWECP, this Deputy is responsible for organizing and coordinating anti-trafficking activities in Indonesia

There are five deputies under the Minister of MoWECP. The Women Rights Protection Deputy is responsible as the Daily Chairman of the Anti-Trafficking Task Force with direct supervision from the Minister.

Provides services, coordinate and supervise: documents; final departure briefing; problem solving; financing sources; departure to return; improving the quality of prospective migrant workers; information; the quality of the implementation of the placement of worker; and improving the welfare of Indonesian migrant workers and their families. The Directorate is tasked with carrying out the formulation of policies, standards, procedures and criteria, providing technical guidance and supervision, as well as evaluating and reporting in the field of placement and protection of Indonesian migrant workers abroad. This directorate is part of the Anti-Trafficking Task Force.

ECPAT Indonesia focuses on the prevention and handling of child sexual exploitation situations in Indonesia. Some forms of child sexual exploitation include prostitution, pornography, child trafficking for sexual purposes, child marriage, child sexual exploitation in tourist destinations and online child sexual exploitation. It does this through collaborating with a network of NGOs and civil society organizations as well as relevant ministries/agencies.

Formed in 2002, PPATK is a financial intelligence unit that reports directly to the President of Indonesia. Its main objective is to prevent and eradicate criminal acts of money laundering and terrorism financing.

HI Indonesia works on: rights of people with disabilities; inclusive education; support civil society and organizations for people with disabilities; access to employment. It also supports PWD and internally displaced persons during disasters, as well as the poorest people, women, and people with non-communicable diseases which may cause disability.

KADIN has partnered IOM in the past to craft action plans for private sectors to be involved in preventing human trafficking and in empowering trafficking victims.

Peradi is a professional lawyers association in Indonesia. It has partnered IOM and ECPAT in the past whereby PERADI provides pro-bono legal services to trafficking survivors referred by IOM while IOM provides training for PERADI member-lawyers on relevant legislation to prosecute acts of trafficking and related criminal offences.

INP has appointed TIP units at the Central and Regional levels (Polda) and the Women’s and Children’s Services Unit (PPA) at the district/city level and (POLRES/POLRESTA) as a special unit that handles TIP cases. The INP’s Criminal Investigation Division (CID) is responsible for investigating cases of trafficking, as well as handling trafficking victims in some cases. INP undertakes surveillance, investigation and arrests of individuals suspected of being engaged in trafficking.

IOJI is an independent policy think tank and advocacy organization which seeks to assist marginalized fishing and coastal communities in defending and upholding their basic rights. It conducts studies on the protection for Indonesian seafarers working on foreign fishing ships in cooperation with the Indonesian Government, civil society groups, trade unions and migrant workers in the fishery sector. It works with law enforcement agencies at the national, regional, and global levels on marine-related crimes and transnational organized marine crimes, including illegal fishing, trafficking in person, slavery, etc.

Runs a migrant workers resource centre to support information exchange with fellow migrant workers, families, associations of migrant workers, NGOs, and government institutions.

IP strengthens women’s rights through advocacy, community education, capacity building of stakeholders, information and documentation. IP focuses on human trafficking because it is a major issue for women in West Java. The organisation also provides some direct services for victims.

Provides free legal assistance to Indonesian migrant workers and non-national migrant workers in Indonesia.

The Head of Indonesian National Police (KAPOLRI) in 2003 called for every police hospital to establish an installation for victims of violence, including victims of TIP. Following the instruction of KAPOLRI, most of the regional government has established PPT under the Local Regulation in each Police hospital. Currently there are around 52 Police Hospital who established PPT. The National Police Integrated Service Center (PPT) provides services to women and children victims of violence and trafficking.

MoWECP in close coordination with relevant local governemnt agencies runs the P2TP2A. The P2TP2A is an integrated activity center jointly run by the community and local government to provide services to women and children who are victims of domestic violence, exploitation and TIP. Currently, there are 34 P2TP2A at the provincial level and 436 P2TP2A at the district / city level. P2TP2A cooperates with the Empowerment Agency for Community, Women and Family Pallning (Badan Pemberdayaan Masyrakat Perempuan dan Kerluarga Berencana/ BPMPKB) to mobilize its grassroot activists to conduct outreach to the victims of Trafficking in Person within their areas.

IOM Indonesia’s work is underpinned by a 4P approach – protection, prosecution, prevention and partnership. It works with government and CSOs to provide direct assistance to victims of human trafficking, including: victim identification, recovery (medical check-up, medical treatment, psychosocial support, mental health care support) and reintegration (education, vocational training, livelihood, income generating activities, and legal assistance). It also supports the capacity of the government in victim identification, law enforcement, policy coordination, etc.

Focuses on TIP victims, women and children victims of domestic violence, women and children victims of sexual violence. Provides support and services in Sumbawa Barat, West Nusa Tenggara. Coordinates with other NGOs in the respective area if they come across cases outside their work areas.

Social enterpise for women who have been sexually exploited and at-risk women.

One of Indonesia’s three national human rights institutions, together with Komnas HAM and KP. It is mainly responsible for human rights violations toward children and adolescents.

KP is mandated to address VAW and enforce women’s human rights in Indonesia. It works as a bridge between government, civil society, victims and international community. It is one of Indonesia’s three national human rights institutions, along with the National Commission on Human Rights (Komnas HAM) and the Indonesian Commission for the Protection of Children (KPAI).

LBH APIK is legal aid organisation assisting vulnerable groups (Women, Children, Domestic Workers, Sex Workers, LGBT, People with Disability, Female Workers, Rural Poor Women, Unemployed Women, Female Human Rights Fighters) with legal counselling and legal advocacy. It supports women who have been subjected to unfair treatment, violence and various types of discrimination; lobbies for a gender-equal legal system; empowers community law enforcement resources; and establishes working networks with various organizations that share similar vision and mission.

LPSK has the duty and function to provide protection to witnesses and/or victims of crime, including the crime of Trafficking in Persons. It offers medical, psychological, and psychosocial assistance for victims/ witnesses in justice proceedings and some forms of legal protection.

Migrant CARE provides case management and legal aid to Indonesian migrant workers who have experienced unfair treatment or abuse or violence. It advocates for safe migration governance and raises awareness of safe migration and the rights of migrant workers within the migrant community. It also supports the creation of networks at various levels: local, national, regional, and global, for advocacy or policies that are in favor of migrant workers. Migrant CARE is a member of the national anti-trafficking task force and has established good cooperation with the Indonesian government in the handling of trafficking cases.

Kemenkes (MoH) is responsible to coordinate health rehabilitation of TIP victims, and within the ministry TIP is a sub-committee under Migrant Workers Protection committee

Ministry of Human Development and Cultural Affairs oversees the implemention of the National Plan of Action for Eradication of Human Trafficking 2015-2019. Mandated by the Presidential Decree No 69 Year 2008, the Ministry of Culture Affairs shall also act as the Chairman of the Anti Trafficking Task Force to lead regular ministrial levels meeting to coordinate its relevant efforst in anti Trafficking works

MMT’s primary role is to protect Indonesian workers, including child laborers and Indonesian migrant workers. In relation to human trafficking, DMT’s main responsibility is to implement preventive measures. To date, prevention activities have included disseminating information and training migrant workers so that they do not fall victim to human trafficking. It runs the Directorate of the Placement and Protection of Overseas Workers (Direktorat Penempatan dan Perlindungan Tenaga Kerja Luar Negeri).

MOSA acts as the focal point for social rehabilitation, repatriation, and social reintegration of victims of trafficking under the NPA. It runs the Women Social Protection Homes (Rumah Perlindungan Sosial Wanita/RPSW), Children Social Protection Homes (Rumah Perlindungan Sosial Anak/RPSA), Trauma Center Protection Homes (Rumah Perlindungan Trauma Center/RPTC). MSA also handles children who have been forced to become beggars and street vendors.

MoWECP is responsible for delivering services and supporting all efforts toward ensuring gender equality and justice in all levels (family, society, nation) including the promotion of welfare and protection of children. It coordinates the National Task Force to prevent trafficking and to ensure victim protection at the national level.

PBHI is a human rights organisation that seeks to defend the victims of human rights abuse and to educate its members to become human rights defenders.

PBM provides migrant workers and victims of TIP with legal assistance, victim support, shelter, medical care, and repatriation services. It also engages in policy advocacy, and campaigns on anti-trafficking and safe migration.

Based in Lombok, PPK was founded in 1982 in response to the social needs of women such as discrimination, domestic violence and abuse. It now works to ensure that migrant domestic workers are protected from exploitation and can assert their rights. It does this by bringing together female migrant domestic workers and their families in Lombok Utara, enabling migrant workers to acquire economic knowledge and manage their remittances sustainably; and working with government agencies in the villages, districts and provinces to develop guidelines in response to the needs of migrant workers.

PATBM is a movement of network or group of people at the working community level in a coordinated manner to achieve child protection goals. PATBM is a community initiative spearheading prevention efforts by building public awareness to change understanding, attitudes and behavior that provide protection to the child.

RPTC was established to provide social protection from physical and psychological threat for the victims. There are 24 RPTC spread out in many areas in Indonesia which is funded by the Ministry of Social Affairs or the local Social Affairs Offices. All victims including adult male and adult female that have experienced different forms of trafficking and exploitation can be accommodated in the shelter.

There are PPA units in 34 Regional Levels (POLDA). In some POLDAs, the trafficking unit is still part of the UPPA. Some cross-cutting cases relevant to domestic violence, abuses and TIP are often handled and refered to or by UPPA

Rumah Faye works to prevent the trafficking, abuse and exploitation of children. It has three programs: prevention (education, child protection network, advocacy), rescue (case management, referrals) and recovery (comprehensive services).

RPSA provides comprehensive services including shelter for children. Currently, there are 25 RPSA provided in many regions in Indonesia funded by the Ministry of Social Affairs, local Social Services and NGOs.

RPSW is a protection house under the Directorate of Social Rehabilitation and Victim of Trafficking that provides protection, recovery, and social rehabilitation, advocacy, repatriation, and social reintegration for victims of trafficking especially victims of sexual exploitation. This shelter is dedicated for male adult victims only.

Foundation works with trafficked persons, victims of domestic violence and socially vulnerable groups (elderly, disabled, dropout teenagers, refugees). It offers case management, legal assistance, comprehensive social rehabilitation (provisional shelter, counseling, victim accompaniment, vocational training and case referral), and repatriation (in cooperation with the relevant authorities).

Formed by governors/regents/mayors and operational at entry points where migrant workers return to Indonesia. It provides temporary shelter, medical assistance, psychological counselling and other services for migrants returning to Indonesia. This Satuan Tugas is led by the Ministry of Development and Culture in close coordination with the Ministry of Social Affairs under the Migrant Workers Protection Directorate.

SBMI is operated by former, present or aspiring Indonesian migrant workers and their families. It has 49 offices all over the country and provides Indonesian migrant workers with victim assistance, legal support, complaints assistance, reintegration, and economic empowerment. SBMI is a member of the Task Force for Human Trafficking Prevention and Control. In addition, it is also a member of an Anti-Trafficking Coalition which is endorsed by seven Ministries and Government Agencies.

SP promotes, defends and increases awareness of human rights with a focus on women’s rights. It has a program on protecting women migrant workers that comprises of capacity building, organizing, handling cases, advocacy and campaigns.

SOS Children’s Villages is active in supporting the rights of children and provides protection, family and safe homes for children who have or are at risk of losing parental care. Its villlages are spread across 8 cities, namely Banda Aceh, Meulaboh, Medan, Jakarta, Lembang, Semarang, Tabanan, and Flores.

TK combats the sex trafficking of young girls in Indonesia through photo reports, conferences and direct victim support.

The Indonesian Task Force for the prevention and handling of TIP is a coordinating body tasked with coordinating efforts to prevent and handle TIP in Indonesia. The Task Force implements the five-years National Plan of Action for Eradication of Human Trafficking, which comprises of the following program clusters and key members:

• Sub-Task Force on Prevention, led by the Ministry of Education and Culture
• Sub-Task Force on Medical Rehabilitation led by Ministry of Health;
• Sub-Task Force on Social Rehabilitation, Repatriation, and Social Reintegration led by Ministry of Social Affairs;
• Sub-Task Force on Development of Legal Norms led by Ministry of Law and Human Rights;
• Sub-Task Force on Law Enforcement led by the Indonesian National Police (POLRI); and
• Sub-Task Force on Coordination and Cooperation led by Ministry of Manpower.

The Ministry of Development and Culture acts as the Chairman of the Task Force, while the Ministry of Women Empowerment and Child Protection serves as the daily chairman of the Task Force and leads the day-to-day operation of the Task Force secretariat.

Transnational Crime Task Force was formed based on the Attorney General’s Decree number KEPJA No. 146 / A / 11/2008 dated 12 November 2008. It has 28 members consisting of leadership, management and administration, technical operational and secretariat. It handles and prosecutes cases related to terorism, people smuggling and human trafficking.

The campaign of forming the UPTD PPA was initiated in March 2020 as a response from the Central Government to increasing trends of TIP cases. Initially, the policy of MoWECP was to support the funding and capacity building of P2TP2A which is organized by the community. It has since taken over the responsibility of running the UPTD PPA. The new policy is to mandate local governments to form UPTD PPA. The P2TP2A still operates during the transitional phase or alongside the UPTD PPA.

Raise awareness of the rights of young LBT women.

The Work Unit runs day to day Anti-Trafficking Programming for MoWECP and functions as the Secretariat of the Anti-Trafficking Task Force with direct supervision from the Deputy of Women’s Rights and Protection. It is tasked to coordinate with members of the task force from other ministries and agencies

Yasanti protects the labour rights of women workers particularly in the informal sector in Jogja and in Ungaran working with factory workers. It educates and trains women about internal trafficking to industries in Central Java.

Pulih Foundation provides psychological assistance to victims of abuse, including refugees and psychosocial strengthening for individuals/communities. It does not work directly on TIP.

Foundation works with trafficked persons, victims of domestic violence and socially vulnerable groups (elderly, disabled, dropout teenagers, refugees). It offers case management, legal assistance, comprehensive social rehabilitation (provisional shelter, counseling, victim accompaniment, vocational training and case referral), and repatriation (in cooperation with the relevant authorities).

Yayasan Sayap Ibu provides a home to protect and care for the growth and development of neglected children with multiple disabilities. It also supports the government in fulfilling children’s rights to protection and care. It has branches in Jakarta, Yogjakarta, Banten and East Java.

YLBHI has offices all over Indonesia. It promotes the rule of law in the country and access to justice for the poor.
