Centre for Domestic Employees

CDE is an initiative of the National Trades Union Congress (NTUC) set up in January 2016. It provides 24-hour toll free helpline, advisory services on employment matters, free legal clinics (through partners), referral service for training courses, etc. It also runs outreach programmes to create greater awareness among domestic employees and employers on their obligations and responsibilities, and conducts Migrant Domestic Worker (MDW) Interviews on behalf of the Ministry of Manpower (MOM).

COVID Migrant Support Coalition

CMSC is an informal group consisting of volunteers from Geylang Adventures, ItsRainingRaincoats, Singapore Migrant Friends and Migrant X Me. It was set up during COVID-19 pandemic to address the immediate needs of migrant workers. It has delivered care packs, masks and food for workers during the pandemic. It also organizes other activities aimed at supporting the mental health and learning needs of migrant workers.

Foreign Domestic Worker Association for Social Support and Training (FAST)

FAST organises skill courses for migrant domestic workers including: cooking, baking, infant care, eldercare, foot reflexology, nursing care, computer skills, English language, stress management, financial management and entrepreneurial skills. It runs a 24 hour hotline, a Befrienders Clubhouse, and a Humanitarian Assistance Fund to help deserving MDWs who are in need of serious financial or medical difficulties. It also provides free mediation services and pro bono legal assistance.

Good Shepherd Centre (GSC)

GSC provides a safe haven for women and children fleeing from family violence, migrant domestic workers abused by their employers, and women who were trafficked for the sex trade in Singapore. Its services include: recovery and shelter, legal assistance, livelihood and job creation, etc. GSC is one of two NGOs that has been appointed by the Singapore government to provide victim care for women who have been trafficked into Singapore.

Hagar

Hagar is a global network of programme and support offices working to restore the lives of individuals enslaved by human trafficking, slavery and abuse. The Singapore office works on raising awareness and advocacy, fundraising and providing restorative care to trafficking survivors in Singapore. Upon investigation by the Singapore authorities, trafficking survivors are referred to Hagar to receive help. Hagar and GSC are two NGOs that have been appointed by the Singapore government to provide victim care to trafficked survivors. Hagar’s services include: trauma-informed counselling, legal assistance, case management, empowerment through literacy and skills training, and assistance to resettle survivors back in their home countries when their Singapore court case finishes. Back in their home countries, Hagar works with local network partners, providing continuous education and economic empowerment to help survivors reach stability and self-sustainability, and reducing their risks to re-exploitation.

Healthserve

Founded in 2006 on Christian values, HealthServe seeks to meet the needs of the migrant workers in our community through the provision of medical care, counseling, case work, social assistance (free meals, subsidised transport and an emergency fund), and other support services. It has a community medical and dental clinic located in Geylang. In 2019, it launched a multi-level mental health program aimed at supporting the mental and emotional well-being of the migrant community.

ItsRainingRaincoats

Established in 2015, ItsRainingRaincoats (IRR) is an initiative that aims to improve the lives of migrant workers in Singapore, by building bridges to strengthen their integration into our community, city and country. It has over 1,000 volunteers and provides a range of programmes for migrant workers including English classes, First Aid lessons, and other social activities.

Justice Without Borders (JWB)

JWB is a regional non-profit organisation that support victims of labour exploitation and human trafficking in seeking compensation against their abusers, even after they return home. In Asia, they work across Hong Kong, Singapore, Indonesia and the Philippines to grow the capacity for access to justice. Law Society of Singapore

Law Society serves its members and the public by sustaining an independent bar which upholds the rule of law and ensures access to justice. As part of its mission in ensuring access to justice for the needy, the Law Society has established a Pro Bono Services Office. Migrant Workers Centre

Set up in 2009, the Migrant Workers’ Centre (MWC) is a bipartite initiative of the National Trades Union Congress (NTUC) and the Singapore National Employers’ Federation (SNEF).The MWC is a non-government organisation whose mission is to champion fair employment practices and the well-being of migrant workers in Singapore. Services for migrant workes include: shelter and food in the interim while awaiting workers’ case settlement; legal aid; advice and assistance to migrant workers seeking remedies against unfair employment practices. MWC also conducts outreach activities, community engagement, advocacy and public education.

MOM is one of co-lead agencies of the Singapore Inter-Agency Taskforce on TIP. Its Foreign Manpower Management Division (FMMD) manages and protects foreign manpower. It enforces MOM’s foreign manpower regulations, focusing on illegal employment and deployment, false salary declaration, kickbacks and illegal labour importation. Project X

Project X provides counselling, practical advice, befriender services, and education for women in the sex industry. It offers case management to sex workers who have experienced violence and abuse. Singapore Inter-Agency Taskforce on Trafficking in Persons

Singapore Inter-Agency taskforce was established in 2010 and is co-led by the Ministry of Home Affairs (MHA) and the Ministry of Manpower (MOM). It includes representatives from other government agencies, namely: Singapore Police Force (SPF), Immigration and Checkpoints Authority (ICA), Ministry of Social and Family Development (MSF), Ministry of Health (MOH), Ministry of Law (MinLaw),
Ministry of Foreign Affairs (MFA), and Attorney General’s Chambers (AGC). The aim of the taskforce is to implement holistic, coordinated strategies to combat TIP more effectively.
