Key agency responsible for enforcement of the anti-money laundering and the counter-terrorism financing law. AMLO is an independent governmental agency functioning under the supervision of the Ministry of Justice.

ATP Committee is chaired by the Prime Minister. It makes decisions and policy recommendations on combating human trafficking, and coordinates strategy across agencies. It supervises the CMP Committee. It oversees multiple other subcommittees that cover a range of topics, including data collection, combating trafficking in fishing sector. Together with the CMP Committee, the ATP Committee oversees the implementation of the National Policy, Strategies and Measures to Prevent and Suppress Trafficking in Persons.

Since 2006, RTP has a specialist unit responsible for combating trafficking, as part of the Children Juveniles and Women Protection Division.

Regional network of members from 14 countries in Asia that seeks to promote and protect their rights, cultures and identities, and their sustainable resource management systems for their development and self-determination.

Established as the regional center on disability and development with the joint collaboration of the Thai Ministry of Social Development and Human Security and the Japan International Cooperation Agency (JICA). It promotes the human rights and inclusiveness of people with disabiities in the region.

Advocates for the healthcare and protection of legal, social and human rights of Trans and Gender diverse people

APSW provides assistance to women and children who are victims of forced prostitution, rape, HIV/AIDS, unemployment, abandonment, physical and mental abuse. Its Emergency Home provides temporary shelter, food and physical and mental rehabilitation services. It also runs a children’s home, rape crisis centre, women’s education and training centre, youth centre and a gender and development research institute.

Advocates for equal rights of people with disability in Thailand, through the monitoring of law enforcement and the operations of relevant agencies, and campaigning, publishing and driving the govenment sectors to establish laws, plan/policies. It also supports the integration of people with disabilities by developing the capability of leaders of people with disabilities.

BOT drives the financial sector in Thailand to deepen their lending and investments in sustainable development. It signed an MOU with IFC to accelerate sustainable financing in Thailand. This partnership aims to enable more sustainable business practices by the financial industry and tackle key challenges to address environmental, social, and governance (ESG) risks.

DSI investigates complicated human trafficking crimes, including those related to police complicity and transnational or organized crime. It signed an MOU with OAG, Royal Thai Police and MSDHS to set up an integrated database of all human trafficking cases covered by these agencies for more effective data coordination.

CNATT was created as a response to a rise in trafficking in Thailand. It comprises of 27 members who share information and collaborate in capacity-building. It collaborates with the governments and Catholic organizations of Myanmar, Laos and Cambodia to address transnational trafficking.

Based in Chiang Rai, Centre for Girls works to reduce instances of gender-based violence (GBV), and educate the populace about human trafficking issues. It seeks to prevent the Commercial Sexual Exploitation of Children (CSEC) and all forms of abuse against children.

CPF is a member of UN global compact. It is one of top 5 companies in Thailand with highest UNGP diagnostic disclosure scores across country.

Chidline focuses on providing children in Thailand with access to protection, health and human services. It runs a hotline 24/7. and a hub for children at risk or in crisis. It provides emergency legal aid and financial assistance, as well as education support.

To encourage and develop the quality of life of people with disabilities; to ensure that people with disabilities have access to government services in the areas of medical treatment, education, social and employment.

“CSO Coalition” was established in 2016 and consists of national and international CSOs working to address human rights and environmental issues in the Thai seafood. It engages with three leading Thai seafood companies: CP Foods, Thai Union and Seafresh.

The Command Center of Prevention on Labour was set up in 2015. The MOL Permanent Secretary is the Director of the Center. The Center performs preventive measures and drafts TIP reports on the section related to MOL operation.

CMP Committee is chaired by the Deputy Prime Minister. It monitors and evaluates the implementation of National Policy, as well as prepares plans and recommendations for review by the ATP.

The Courts of Justice administers the delivery of justice in Thailand. It is the largest of the court systems and makes up the majority of courts in the country.

DATIP is under the Office of Permanent Secretary, MSDHS and tasked to perform all duties related to TIP and liaise with other agencies and countries (new structure since 2015).

Acts as a central authority for the Mutual Legal Assistance Treaty.

DTIPL is the main focal point in liaising with other justice agencies to improve efficiency and to redress gaps in prosecuting TIP cases. There are four divisions under it: three TIP litigation Divisions and a data base and strategy division.

Prevents and protects children and youth in Thailand’s nothern provinces from being trafficked into exploitative labour conditions. One of its projects provides basic education and life skills training opportunities to at-risk, stateless children and young women migrants from Shan state. It also runs a shelter for girls who are at very high risk of exploitation and/or trafficking.

RTP has set up the Center for the Protection of Children, Women, Family and the Prevention and Suppression of Human Trafficking. Under the Center, there are two task forces; TATIP (Thailand Anti-Trafficking in Persons Taskforce) and TICAC (Thailand against Internet Crime against Children).

Based in Bangkok, ECPAT is a global network of over 110 civil society organisations focused on ending sexual exploitation of children through prostitution; trafficking; online and in the travel and tourism sector. It advocates for change with governments and the international community, and works to better understand the problem through research. ECPAT adopts a rights-based and child-sensitive approach toward helping child victims of sexual exploitation and abuse to understand their rights, access to justice, and find medical, psychological and social support services.

Empowers and promotes rights of female sex workers. It advocates that sex workers are not victims of TIP.

FACE works internationally on monitoring legal cases of child sexual abuse by foreign pedophiles and trafficking cases.

FOCUS originated as TRAFCORD, (Anti-Trafficking Coordination Unit in Northern Thailand) which was set up in 2002 as a branch operation of the Coordination Centre for Child Protection Chiang Mai (CPCRC). It has been a pioneer of the multi-disciplinary team approach involving government and non-government partners in providing assistance to victims of human trafficking and child abuse. FOCUS receives reports of human trafficking, investigates these cases, rescues victims, and helps them recover and return to normal lives. It provide legal and social counselling, and runs public awareness campaigns and capacity building workshops at the community level.

US-based FFI works in Phuket and uses a holistic approach to give people the opportunity to be free from oppression through prevention, intervention, and restoration programs. It runs a Child Advocacy Centre Phuket to educate local elementary and junior high school students about the dangers of internet-based exploitation. The Centre serves as a safe and child-friendly place where young victims of trafficking, abuse, or exploitation are able to speak to a trained forensic interviewer about the trauma that the child has experienced or witnessed. FFI has initiated the first formal foster care program in Southern Thailand. It also runs a vocational training program and provides graduate clients with business apprentice ships and loans.

Started as an NGO that offers emergency assistance to Tsunami-affected Burmese living in Thailand. It provides education, job opportunities, empowerment and other support to Burmese migrant community living in Southern Thailand.

Network of rights activists of LGBTIQ who want to promote the human rights of LGBTQ community. It takes a rights-based approach towards assisting LGBTQ with legal assistance and documentation, recovery and rehabilitation. It works with the Committee on Consideration of Unfair Gender Discrimination (MSDHS) and other government bodies.

FFW provides information, referral and emergency assistance to women affected by GBV. It also offes social and legal assistance to Thai and non-Thai women and children who are victims of human trafficking. It cooperates with other organizations to defend their rights such as the rights to compensation and civil remedies. FFW works in the Immigration Detention Centre and the Public Welfare Home.

Global Arms is an Australian organisation dedicated to the elimination of trafficking, sexual exploitation and physical abuse of men, women and children. It provides assistance with personal protection, vocational training, language programs to children and young people, that have been or who are at risk of being trafficked. Based in Mae Sot, it has a strong working relationship with the Royal Thai Police,the Tak Immigration Investigations Team, General Hospital and the Ministry of Social Development and Human Security.

Global Child Advocates seeks to protect children from exploitation through prevention, protection and empowerment.

Network of some of the largest companies in Thailand who are committed to sustainable development. These companies are committed against human rights abuses, all forms of forced labor, serious use of child labor, discrimination in employment, anti-corruption, etc.

Home of the Swallow supports disadvantaged mothers in Thailand, who have unplanned pregnancies, and are facing cultural, economic, and/or family pressures to abort or reject their child. It provides opportunities for education, counseling, life/job-skill training, parenting classes, and emotional support.

HRDF is focused on helping victims of labour trafficking, particularly in the fisheries sector. It provides legal assistance and representation to ensure that their rights are not violated.

Local NGO IMF supports law enforcement in gathering intelligence and in the identification of perpetrators and victims. It also provides aftercare service for victims of trafficking. IMF assists law enforcement to capture evidence and perform extensive analysis to ensure a successful prosecution.

The Immigration Bureau is one of the departments under the RTP. With regard to human trafficking, the Immigration Bureau focuses on separating trafficking victims from irregular migrants. Unlike the Police, the Immigration Bureau does not have a role in arresting traffickers. Once a victim is identified, the case will be passed on to the police for investigation.

Based in Bangkok, ILGA Asia is the regional federation of national and local organisations dedicated to achieving equal rights for lesbian, gay, bisexual, trans and intersex (LGBTI)

Under its counter-trafficking program, IOM’s direct assistance to victims in Thailand includes supporting governmental and non-governmental actors in the provision of psychosocial services, counselling, medical, food and non-food items, and emergency assistance. It also provides return, reintegration and post arrival support, including provision of and referral to service providers and NGO/CBO partners. It has exclusive access to government-run shelters for trafficked persons in Thailand.

LPN seeks to improve the lives of migrant labourers in Thailand by addressing the injustices brought on by discrimination and inequality. It works on raids, rescue and victim assistance, provides temporary and long term shelter, runs migrant education center for children, and undertakes labor advocacy and media.

LIFT focuses on identifying and assisting victims and survivors of trafficking and exploitation and prevention through prosecution. It assists victims by connecting them to resources and advocates for their needs from the courtroom to their return home.

Mars Petcare sources fish in this region — mainly in Thailand. It has developed a Thai Fish Supply Chain Human Rights Action Plan to respond to forced labour and human rights abuses in its fishery supply chains in Thailand. In 2018, it partnered with Thai Union Group to introduce digital traceability and utilize e-logbooks in supply chains to promote greater sustainability in the fishing industry.

Established in March 2016 as a coalition to address the root causes of human trafficking and IUU fishing in the Southeast Asia fishing sector with a collaborative, constructive approach.

MWRN is a membership based organisation for migrant workers from Myanmar residing and working mainly in Thailand. It aims to promote and strengthen Myanmar migrant workers’ rights, by raising awareness, promoting access to justice and negotiation processes with employers and officials and advocating for policy change.

MOJ is in charge of the criminal justice system in Thailand.

The Department of Labor, Protection, and Welfare (DLPW) enforces labor laws, including the Labor Protection Act and its ministerial regulations on domestic work, agriculture, and sea fishing vessels, through workplace inspections. It operates a MOL telephone hotline to answer questions involving working conditions and receive complaints from the public about child/ forced labor.

MSDHS acts as the Secretariat to the ATP Committee and the CMP Committee. It maintains a database on victims of trafficking. It is the focal point for Thailand’s nationwide network of victim shelters. The nine TIP specific government shelters are named “Welfare Protection Centers for Victims of Trafficking”, and they operate under the Division of Anti-Trafficking in Persons (DATIP). In addition, there are six vocational training centers that provide medical, psychological and social assistance to the victims.

The Mirror Foundation is run by Thai and hilltribe staff, working for the social development of the community in general, and for the benefit of ethnic minorities in particular.

MTS Bangkok works with works with the Apostleship of the Sea and the Stella Maris Seafarers’ Centre to assist and support migrants vulnerable to labour exploitation in the Thai fishing industry, teaching them life skills and supporting them to access legal and social services in addition to offering emergency shelter.

NCCM serves the pastoral and humanitarian needs of migrants in Thailand. It creates awareness among migrant workers from Myanmar, Cambodia and Laos and assist those returning home. It has a focus on socially vulnerable groups such as women and children; those living with HIV/AIDS; victims of exploitation, prisoners; those working in the sex industry; disadvantaged youth and Thai workers working overseas.

NLCF focuses on supporting tribal women and children through educational and residential services, vocational and life skills training, and therapeutic activities. It has assisted over 600 women who are survivors of sexual abuse, domestic violence and human trafficking, and others who were at high risk for exploitation.

Social enterprise that works with individuals in the sex industry of Bangkok. It provides assistance and intervention to both national and international victims of trafficking and prostitution. Services include emergency shelter, rehabilitation/counseling, child-care, life skills courses, employment and job training, leadership development, and support for continuing education. It also has a social enterprise component called NightLight Design which allows women to work in a variety of areas, including jewelry, apparel, screen-printing, baking, its coffee shop, and its childcare center.

OAG is responsible for prosecuting cases previously identified by the police as trafficking cases. It also has a mandate to prevent TIP crimes; set up and maintain TIP database and liaise with International organizations on TIP issues within OAG responsibilities. OAG maintains a database on human trafficking court cases.

One Thousand Villages works on solving problems in poorer communities and preventing exploitation and abuse of children.It runs projects in livelihoods, education, leadership, awareness, research, etc.

PTT is a Thai state-owned SET-listed oil and gas company. It recently announced partnership with Thai government to identify and tackle child labour in petrol stations.

One of Thailand’s leading NGOs on LGBT. It has four clinics and 10 drop-in centres in different cities across Thailand

Formerly known as CARE Thailand, Raks Thai has been working to address labour exploitation across southern Thailand, including empowering migrant workers to organise, claim their rights and demand decent working conditions through the provision of support and advice to workers at the community level

Rapha International is a US-based, faith-based NGO that is committed to ending the trafficking and sexual exploitation of children. It runs aftercare campuses in Chiang Mai, Battambang (Cambodia) and Siem Reap (Cambodia). It also provoides education for at-risk children, conducts out-reach to local communities and works alongside a broad coalition of partners to bring awareness and action through media, community education, and speaking engagements.

TIP victims are eligible to financial allowances according to the Damages for the Injured Person and Compensation and Expense for the Accused in Criminal Case Act, B.E. 2544 under the Rights and Liberties Protection Department. The Department is also in charge of developing the National Action Plan of Business and Human Rights

The RTF enforces laws specifically related to forced labor, human trafficking, and commercial sexual exploitation of women and children. It is responsible for identifying trafficking victims and arresting traffi ckers.

Coalition of seafood processors, feed producers, buyers, retailers, government representatives and NGOs who have come together to address issues surrounding labour and illegal fishing in seafood supply chains currently focusing on the seas around Thailand.

The SEC has been proactive in promoting ESG integration into business practices which cover business and human rights. The initiatives including awareness raising and capacity building on adopting of UNGPs into business operation so that the companies will be able to disclose such information to investors as well as general public. In addition, the SEC also encourages the private sector’s business practices to be in line with relevant the UN Sustainable Development Goals (SDGs) in order to create sustainability growth.

SR Law Office is an attorney-at-law office working mainly in prosecution assisting and also in civil society sector. It has four main working areas: 1. Legal service such as assisting victims to access rights in the justice process and change or build law enforcement norm; 2. Justice process development – representative from SR Law Office participates in working groups/ sub-committees with government agencies and provides inputs to laws on Anti-TIP, forced labour and labour; 3. Academic work – working on the curriculum with government agencies and international organisations; 4. Legal knowledge dissemination – speaks at workshops and training for government agencies and private sector working on trafficked victim support and human trafficking cases.

Baan Suksan was established in 1986 under the Catholic Bishops’ Conference of Thailand. The Center provides assistance for women and child laborers, HIV/AIDS patients, migrant workers (particularly those from Myanmar, Cambodia, and Laos), and Thai laborers who work abroad. The Center operates under the National Catholic Commission on Migration and Prisoners. It provides shelter for trafficking victims. Shelter residents get access to mental and psychosocial recovery activities; interpretation, counselling, and reintegration services; and referral to partner agencies.

Thai Frozen Foods Association is working with the Thai government in addressing forced labour and exploitation issues in the fishing industries.

Thai Union Group is a Thailand-based producer of seafood-based food products. It is a founding member of the UN Global Compact Network Thailand and a founding member of the International Seafood Sustainability Foundation (ISSF). In 2015, Thai Union introduced its SeaChange® sustainability strategy. Its ongoing work on sustainability issues was recognized by its inclusion in the Dow Jones Sustainability Index Emerging Markets (DJSI) in 2014.

ThaiMECC is in charge of combating illegal, unreported, and unregulated (IUU) fishing and defending the country’s maritime interests. It was restructured in late 2019 from a “coordinating” to “command” center to enhance its efficiency in terms of command and administration of resources of all six state agencies involved under the Thai-MECC: Royal Thai Navy, the marine police division, the Marine Department, the Customs Department, the Department of Fisheries, and the Department of Marine and Coastal Resources.

US-based organisation that has operations in Thailand, Philippines and India. The Thailand office has Search + Rescue and Beyond Rescue programmes. Their S+R team of national investigators work with the Anti-Human Trafficking Police. Most cases are sex trafficking of minor boys and girls. It runs a survivor care centre in Thailand which serves young adult women who are survivors of sexual exploitation and human trafficking.

US-based organisation that empowers at-risk Thai students to stay in school, pursue their dreams, and break the cycle of poverty and exploitation through human rights education, scholarships and resources. Their efforts in the US are centered around telling dignifying stories that encourage people to become a part of changing the world for the better.

Hug Project seeks to prevent, protect, and restore children from sexual abuse and human trafficking, focusing on online sexual exploitation of children. It supports law enforcement officers in the investigation process leading to the arrest of offenders. It takes a child or victim centric approach. It works with government agencies such as TICAC (Thailand Internet Crimes Against Children), Royal Thai Police and Department of Trafficking in Persons Litigation, and Office of Attorney General.

Urban Light focuses on helping young men and preventing male sex trafficking and exploitation. Its Youth Center hosts an array of health, educational, creative and recreational activities for Chiang Mai’s most at-risk and vulnerable males.

USAID Thailand CTIP aims to reduce TIP and better protect the rights of trafficked persons in Thailand by reducing demand and incentives for using trafficked labor, empowering at-risk populations to safeguard their rights, and strengthening protection systems for survivors.

ZOE works to end child trafficking in three ways: prevention, rescue, and restoration. It raises awareness about the dangers of human trafficking to providing restorative care and vocational training for survivors of child trafficking. Its shelters are open to orphans, at-risk children, and rescued trafficking victims aged 0 to 17 years. As part of its aftercare package, boys and girls are placed in a safe home where they receive meals, education, and vocational and life-skills training.
