ActionAid Vietnam’s women’s program seeks to address GBV, TIP, and reproductive health of ethnic minority youth and women.

ABA Rule of Law Initiative implements legal reform programs in more than 50 countries globally. Its ROLI programs in Asia include judicial reform, legal profession development, legal education reform, anti-corruption, citizens’ rights advocacy, access to justice and anti-human trafficking. In Vietnam, it has a program working with the Vietnamese Lawyers Association to enhance access to quality legal services for trafficking survivors.

BDCF provides comprehensive services for trafficked women and children including, emergency care, rescue, support to access school and vocational training, therapeutic care for survivors of trafficking, legal advocacy and court representation, education and prevention of human trafficking.

Since March 2020, British Embassy has partnered relevant Vietnamese agencies in launching and leading a communications campaign in Vietnam to raise public awareness on countering human trafficking. This follows on from the incident in late 2019 where 39 Vietnamese were trafficked and found dead in a lorry container in Essex.

CARE Vietnam has a strong focus on the poorest and most isolated women from ethnic minorities as well as socially marginalised groups living in the urban areas, such as sex workers, female migrants, and female factory workers. It works on: access to income; female leadership and participation, preventing GBV.

CSAGA promotes the rights of women and children affected by stigma and violence. It runs a hotline on Gender Violence – Domestic Violence and LGBTQ.

CWD supports the political and social activities of the Vietnam Women’s Union. It runs three shelters for female victims of domestic violence and trafficking – two in Hanoi known as ‘Peace House’, and one in Can Tho. The shelters also offer a follow-up program after 20 months to provide counselling, vocational training and legal aid.

The program establishes the Child Protection System that is aimed at preventing and responding to all child protection concerns such as child trafficking; child sexual abuse exploitation, both online and offline; and child labour. UNICEF works through policy and legal reform advocacy; institutional capacity building for the welfare, education, health, law enforcement and judicial sectors; research and data collection; partnership with the private sector; and demonstration models. Examples include child-friendly and gender-sensitive investigation, prosecutorial and adjudication procedures in handling sexual violence cases involving minors; the establishment of Child and Family Courts; and the pilot of one-stop crisis center for child and woman survivors of GBV.

ENHANCE aims to build a comprehensive and efficient multi-stakeholder response for the prevention and reduction of child labour in Viet Nam, through capacity building, awareness-raising and direct intervention.

Hagar Vietnam was established in 2009, with mission to see communities free and healed from the trauma of human trafficking, slavery, and abuse. Hagar focuses on individuals who have endured severe mental and/or physical trauma, and who have survived extreme abuse as a result of to human trafficking, domestic violence or sexual assault by providing recovery services such as shelter, counselling, case management services, legal support, education, life skills training, job skills training and job placement assistance, reintegration and repatriation support. Over the past two decades, Hagar has earned a reputation for working with the “toughest cases” such as the young children, adolescents, and those repeatedly abused. Hagar is also developing research, leading advocacy and building the capacity of other organizations, to improve prevention and strengthen after-care services especially in the area of Trauma Informed Care. Hagar Vietnam is also a specialist in Trauma-Informed Care.

Youth Union supports communication campaigns and organizes awareness raising on TIP and prevention of other crimes for youth

Hope Unending adopts a two-pronged approach toward ending human trafficking: train government officials to understand the root causes of human trafficking; work with community leaders and the local people through education in awareness and prevention, victim identification, and support services.

ICS empowers the LGBTI community in Vietnam to speak up and advocate for their human rights.through various activities such as training, organizing seminars and events, providing advisory services.

IPFCS is a recognized Vietnamese leading national research institution within the Vietnam Union of Scientific and Technological Associations (VUSTA) in Vietnam working in the areas of child rights and child protection. Its programmes and projects are interlinked with capacity building, advocacy, and knowledge building components on both national and local levels focusing on legal aid, juvenile justice, child trafficking, child labor, children with HIV/AIDS, and child advocacy.

ISEE promotes the rights of minority groups (including LGBTIQ, ethnic minorities) in Vietnam.

Project for Strengthening the Operation of Hotline for Counseling and Supporting Trafficked Survivors (2018-2021) is operated by the Department of Children’s Affairs of MOLISA with support from JICA. The Project focuses on 1) Strengthen referral/information sharing system between relevant agencies at the central and provincial levels, 2) Capacity development of Regional Call Centers in Hanoi, Da Nang and An Giang in both Hotline counselors and equipment, 3) Strengthen communication activities to raise public awareness of TIP issues and Anti-TIP Hotline.

MOE is responsible for incorporating information on the prevention and suppression against human trafficking within extra-curricular programs that meet the requirements of different grades and disciplines; the dissemination and education on prevention, suppression against human trafficking for pupils, students and trainees.

MOIC coordinates and implements nationwide communications on human trafficking prevention and suppression through mass media channels.

MOLISA provides protection and reintegration support for a range of vulnerable individuals including victims of trafficking. They operate 400 social protection centres through local authorities. Support includes health support; legal support, accommodation, food and job placement. Its specific roles under the National Plan are: Promote inter-agency coordination and cooperation, and developing guidelines to receive, identify and protect victims in accordance with relevant laws; Establish referral mechanism and support network for trafficked victims, and Implement standard procedures for community integration of victims noting the needs and characteristics of different groups of people, especially children.

MPS is the Standing Agency of the NSC on Crime Prevention and Suppression. It has the overall responsibility in leading and supervising the implementation of the National Plan on Anti-Human Trafficking. Its specific roles under the National Plan are:

• Prevent, detect and investigate TIP cases, rescue and identify victims, support essential needs for victims immediately after rescue, issue certification of victim status for the rescued victims and tranfer them to MOLISA’s nearest centers;
• Recommend Government to issue appropriate policies, laws and strategies on the protection of national security and maintenance of social order and safety, the fight against crime (including TIP) and law violation as well as to direct the implementation of these documents;
• Implement international commitments and obligations, expand international cooperation in prevention and fight against crimes and law violations, implement criminal and justice assistance

NSC manages Vietnam’s National Plan on Anti-Human Trafficking 2016-2020.

Oxfam Vietnam has a strong focus on ethnic minorities. Its women’s rights program supports poor and marginalised women, particularly women of different social and ethnic groups, in their empowerment and participation in decision-making. It is also one of few NGOs working on LGBT rights in Vietnam

Pacific Links Foundation has 20+ years of experience in empowering women and youth through improving life skills, raising self-awareness, bringing new knowledge and opening opportunities and supportive networks. Its Education portfolio empowers disadvantaged youth to access education and increase economic opportunities. Its Modern Slavery Prevention portfolio invests comprehensively in at-risk youths to prevent trafficking and in survivors to help them build new lives.

The People’s Committee is the executive arm at the provincial level, and is responsible for implementing policy: a) To combine the prevention, suppression against human trafficking with socio-economic development programs; b) To organize the implementation of the prevention, suppression against human trafficking; c) To allocate budget for the prevention, suppression against human trafficking; d) To handle strictly and without delay acts of violation of laws and regulations of prevention, suppression against human trafficking; e) To conduct the management of safety and social order for the purposes of prevention and suppression against human trafficking. In addition to the implementation of the above-mentioned provisions, commune-level People’s Committees have the responsibility: a) To act as focal points and co-operate with Vietnam Fatherland Front Committees at corresponding level and their member organizations to facilitate the provision of advice on the prevention, suppression against human trafficking at grassroots level. b) To receive victims and to support victims; c) To create favorable conditions for victims to integrate into communities.

People’s Supreme Court is responsible for adjudication of TIP cases, provide guidance on application of laws on TIP.

People’s Supreme Procuracy is responsible for prosecution, supervision and handling of human trafficking crime. Under the National Plan it is also mandated to develop anti-trafficking database.

Plan works to protect children especially the marginalised and excluded groups in Vietnam from all forms of violence. It implements a Girls Get Equal-funded work in Ha Giang to prevent and reduce child marriage while improving the lives of children and young women though education, health, and gender awareness.

Phase 1 supported setting-up Anti-TIP hotline in Hanoi, An-Giang and Ha-Giang for the prevention and protection of TIP survivors. It promoted inter-ministries cooperation and Joint Plan on Operation of Anti Trafficking in Persons Hotline for the period from 2015 to 2020. Phase 2 continues from Phase 1 and focuses on 1) Strengthen referral/information sharing system between relevant agencies at the central and provincial levels, 2) Capacity development of Regional Call Centers in Hanoi, Da Nang and An Giang in both Hotline counselors and equipment, 3) Strengthen communication activities to raise public awareness of TIP issues and Anti-TIP Hotline.

REACH provides vocational training, career advice, and job placement services for Vietnam’s most disadvantaged youth. Target group includes young women from marginalized groups such as trafficked women, and women from families living with / affected by HIV or other difficult circumstances.

SAFE project works with VWU at the provincial level to reduce the risk of child exploitation and trafficking in persons from ethnic minority communities. SAFE will train government leaders, ethnic minority village leaders, and teachers on basic knowledge of human trafficking, safe migration, victim support and referral, and skills to train others.

TMSV is an interagency partnership initiative that aims to reduce individual and community vulnerabilities to modern slavery including human trafficking in five provinces of Vietnam through: behaviour change communication; strengthened access to justice, victim-centred rehabilitation and reintegration support.

VNAH supports Vietnamese with disabilities and other disadvantaged groups to regain mobility and improve their socio-economic status; to build capacity of local service providers; and to assist the Vietnamese government in development and implementation of national policies affecting people with disabilities and civil society.

VGCL is a national trade union under the direction of Vietnam’s Communist Party. It has done work on preventing the exploitation of Vietnamese workers abroad, e.g. form an association of Vietnamese migrant workers in South Korea to inform them about their rights and services available.

The Vietnam Women’s Union, in partnership with NGOs and with foreign donor funding, operates three shelters in urban cities, including one dedicated to trafficking victims. It is also responsible for implementing communication campaigns at the community level nation-wide, with priority given to hot spot provinces and centrally governed cities.

VLA runs more than 50 legal consulting centers (LCCs) that can provide legal services to trafficked victims. The LCCs can provide assistance to not only identified victims, but also presumed victims and their families.

Implements “Brighter Path”, a program for Ethnic Minority Girls to provide hope for a brighter future and a break from the poverty cycle for ethnic minority girls in Vietnam.

WV Vietnam runs an Economic Empowerment for Ethnic Minorities in Quang Tri project that seeks to improve the economic well-being of 1,200 poor ethnic minority households over a five-year period from 2018.
