Every interaction with the justice system can either support a survivor’s recovery or deepen their trauma.
The Philippines Victim-Sensitive Guidelines in the Justice System is a strong example in the ASEAN region of how survivor voices can shape justice sector reform.
The Guidelines have been developed by the Justice Sector Coordinating Council (JSCC), led by the Supreme Court of the Philippines, the Department of Justice, and the Department of the Interior and Local Government, with support from the Australian Government-funded ASEAN-Australia Counter Trafficking (ASEAN-ACT) program.
Drawing on survivor insights and multi-sectoral expertise, the Guidelines provide practical guidance for delivering victim-sensitive, gender-responsive, and socially inclusive responses across the justice system. They also introduce eight victim-sensitive indicators to help strengthen policies, services, and interventions for victims and survivors.
