Effective action against trafficking in persons relies on more than commitments. It requires reliable data, evidence and learning to understand what is working, where gaps remain and how responses can be strengthened.

The Monitoring, Evaluation, Reporting and Learning (MERL) Framework for the Bohol TIP Work Plan 2.0 provides ASEAN Member States and Sectoral Bodies with a common approach to track progress, strengthen accountability and support evidence-based decision-making across the region.

Developed under the leadership of SOMTC-Philippines, with support from Australia through the ASEAN-Australia Counter Trafficking (ASEAN-ACT) program, the framework supports implementation of the ASEAN Multi-Sectoral Work Plan Against Trafficking in Persons 2023–2028 (Bohol TIP Work Plan 2.0). It helps align national and regional reporting efforts while promoting learning, coordination and more inclusive approaches that integrate gender equality, disability rights and social inclusion considerations.
