It does this by helping and teaching them to achieve financial independence through sustainable careers. AFESIP achieves this through rescue operations, recovery programs, and restoration efforts aimed at breaking the cycle of exploitation in Cambodia.

Agape International Missions (AIM), operating in Cambodia, focuses on ending child sexual slavery by fighting trafficking, restoring victims, and transforming communities through prevention, rescue, restoration, and reintegration programs.

For over two decades, APLE (Action Pour Les Enfants) has led the fight against child sexual exploitation and abuse in Cambodia. Our holistic, survivor-centered strategy mobilizes communities, law enforcement, social services, and the private sector. By strengthening social and legal systems across policy, criminal justice, victim support, and communities, and aligning with global standards, we create a community where children are safer.

In 2003, ARM International began an aftercare program for underage female survivors who had been rescued from sexual exploitation in Battambang, Cambodia. In October 2009 Kids Club prevention program also began in Phnom Penh then in Battambang. In March 2006, we dedicated our new aftercare campus in Siem Reap. In April 2018, ARM International changed to local NGO (ARM Cambodia) in order to empower Khmer people. ARM Cambodia provides safe place, medical care, trauma counseling, education, vocational training and legal advocacy to our clients at the shelter.

The Association for Aid and Relief – Wheelchair for Development (AAR WCD) is a Cambodian NGO, founded in 1994 and locally led since 2006, that produces, distributes, repairs, and adapts wheelchairs and assistive devices. Serving Phnom Penh and ten provinces, it provides assessments, follow-up support, and user referrals. AAR WCD’s mission is to improve mobility, independence, and social participation for people with physical disabilities.

ACRA is the first association of recruitment agencies to be established in Cambodia in 2007. It is experienced in cooperating with various stakeholders such as government, private companies, Trade Unions, development partners and CSOs in promoting safe and regular overseas migration for Cambodian migrant workers. In 2018, it signed a MOU with the NGO LSCW to promote ethical recruitment, focusing on improving predeparture training and encouraging workers to travel through legal channels.

The AusCam Freedom Project is an international anti-trafficking organization dedicated to preventing the abuse of girls in Cambodia. They actively identify girls at high risk and provide support. Last year, the project addressed a significant number of cases related to sextortion, grooming, and child sexual abuse material, demonstrating their active role in combating these issues.

The ACCESS 2 Program (2023–2028) continues Australia’s investment in gender equality, disability, and social inclusion in Cambodia. With AUD 30 million funding, it supports the implementation of Cambodia’s NAPVAW and NDSP by improving access to quality services for survivors of gender-based violence and persons with disabilities. ACCESS 2 strengthens collaboration among government, NGOs, and OPDs, focusing on local engagement, technical capacity building, and inclusive policy implementation to ensure effective service delivery and sustainable reforms at both national and sub-national levels.

Avocats Sans Frontières France has been actively involved in Cambodia since 2005, focusing on strengthening the rule of law. Banteay Srei promotes women’s empowerment and leadership skills, supports community action and behavior change against GBV. It has a Safe House project in Battambang province for violence against women and girls survivors, particularly those who are in the process of legal redress. Its Peace Shelter in Siem Reap province provides psychosocial and law counselling to survivors and perpetrators of domestic violence. emergency and legal support to gender-based violence survivors. Target group: Vulnerable women in the community, women and children who are victims of GBV , and stakeholders such as the local community.

Better Factories Cambodia is part of Better Work, a joint project by the ILO and IFC aimed at improving working conditions and respect of labour rights for workers in the garment (apparel) industry.

Coalition of 16 NGOs, working to fight against child trafficking in 22 provinces and municipalities, using a 4P strategy – Prevention, Prosecution, Provision and Promotion.

The AusCam Freedom Project is an international organization based in Australia dedicated to preventing the exploitation and trafficking of girls in Cambodia. Sexual Orientation and Gender Identity (SOGI) Project that supports the rights and protection of the LGBT community by developing a knowledge and support network that spans Cambodia. It also raises awareness of, and provides information about human rights in general. Mapping of the LGBT community in Cambodia is a key aspect of the SOGI project.

CCPCR focuses on the rehabilitation and reintegration of girls and young women rescued from abuse, from within and outside their families and those rescued from trafficking in its many forms. CCPCR work focuses on strengthening collaboration and coordination with relevant stakeholders to rescue and respond to the case needs of migrant workers and human trafficking victims deported and repatriated back from other countries such as Thailand, Malaysia, Indonesia, China and Vietnam. Its services are open to ethnic minorities, people with disabilities, LGBTQI, and migrant workers.

CPU was established in 2013 and works with the Cambodian National Police (CNP) to respond to serious offences, including sexual abuse, exploitation, trafficking, kidnapping, rape, murder and Online Child Sexual Exploitation, committed against children across Cambodia. It provides support in forensics, crime scene investigation, evidence identification and analysis. and capacity building of the CNP. It also provides full support for the victims of crime, including medical care, legal support, basic counseling and will arrange the provision of specialist support on a case by case basis. In 2019, it created a Internet Crimes Against Children Unit which is focused on developing national capability to eradicate OSEC and all internet enabled crimes against children.

National network of organisations representing persons with disabilities in Cambodia. It represents DPOs/WWDFs nationally and advocates for their rights and interests as well as help build their rights awareness and capacity towards achieving a life with dignity.

CDPO is a Cambodian NGO established in 1994 advocating for the rights and inclusion of people with disabilities in Cambodia. Significantly it is a membership based organisation. In 2018, CDPO has a network of 75 DPOs including 11 Women with Disabilities Forums (WWDFs) as members with an additional 1000 Self Help Groups (SHG). In total they have over 20,000 members of people with disability in all 25 provinces. CDPO does not provide goods or rehabilitation services but rather represents DPOs/WWDFs nationally and advocates for their rights and interests as well as helping to build their rights awareness and capacity towards achieving a life with dignity for persons with disabilities.

CAMFEBA represents the interests of employers in Cambodia. It works closely with the ILO and is the sole employers’ representative from Cambodia to the International Labor Conference held in Geneva, every year.

ADHOC is independent, non-partisan, non-profit and non-governmental. It sets out to monitor and investigate human rights violations; provide free legal assistance and support to victims, survivors and their families; empower individuals and communities to enable them to defend their rights, and engage in advocacy work through its Central Office (located in Phnom Penh) and 17 provincial offices. Its Women’s and Children’s Rights Program focuses on issues of gender-based violence (GBV), including rape, domestic violence, human trafficking, and migrant abuse. It supports victims of human rights violations, through Investigation and intervention, case-by-case fact-finding, legal advice and representation, referral to recovery shelters, as needed, and material, travel, medical, and repatriation assistance.

One of Cambodia’s leading human rights organisation, LICADHO has offices in most provinces in the country. It offers legal aid and legal consultation to trafficked persons, short- and long-term assistance, and immediate emergency assistance.

Founded in 1997, CWCC is one of Cambodia’s leading women’s organization advocating for the human rights of women and children, gender justice and the elimination of all forms of violence against women. It supports the empowerment of vulnerable women and girls through protection, prevention and advocacy. It offers a drop-in crisis center, emergency medical care, legal counselling and safe shelter. It also provides vocational training and job placement assistance and/or income generation support.

CARE is implementing cross-border cooperation with Raks Thai Foundation to provide awareness of unsafe migration and human trafficking. CARE also has a long running program on Ethnic Minority Women that works with women and their communities in Cambodia’s north-eastern provinces of Ratanak Kiri, Mondul Kiri, Kratie and Stung Treng. Areas: Education for children, economic empowerment, GBV. Target Group: Impact Mitigation, People Living with HIV (PLHIV), Sex Workers, Factory Workers, People of particular ethnicity/ Pumpoun, Charai, Kreung, Phnomg).

The organization also works to protect and uphold the rights of children and youth, empowering them through education, advocacy, and community-based support systems.

CENTRAL advocates for the labour and human rights of Cambodian people, including migrant workers. It provides rescue, repatriation, reintegration, mental and physical rehabilitation of the victims, vocational skills training and legal assistance to prosecute against the perpetrator/s. It also organizes prevention activities to raise awareness on human and labor trafficking through series of community forums and online social media platforms. CENTRAL organizes Cambodian migrant workers in Thailand and Malaysia to enable those people jointly participating in prevention campaign on both human and labor trafficking.

Centre for Global Impact is a Christian NGO that works on education, vocational training and business development for survivors of and those at risk of human trafficking. It offers shelter, basic needs support, medical services, and vocational training and job placement assistance for trafficked females.

The Coalition is a global community of anti-trafficking practitioners in Cambodia and abroad including Malaysia, Thailand and South Africa. It works to empower communities, strengthen systems, and restore justice and wellbeing with survivors. CICA-SHE Rescue Home is an aftercare facility situated in Phnom Penh Cambodia, for girls under the age of 16 who have been trafficked, raped, prostituted or who are at risk of any of these things. SHE Rescue Home is an aftercare facility situated in Phnom Penh Cambodia, for girls aged between 5 and 16 years who have been trafficked, raped, prostituted or who are at risk of any of these things. The SHE Rescue Home Cambodia is not an orphanage. Our primary goal of care is to reintegrate the girls back with their families in a safe environment.

CLEC supports vulnerable communities who depend on land and natural resources in Cambodia for their livelihoods in their legal empowerment and having access to justice. It provides rescue, repatriation, legal consultation, and legal representation for victims of trafficking and/or labor exploitation. It also offers reintegration support, and referrals to other appropriate social services.

Damnok Toek focuses on vulnerable children, particularly trafficking victims; street working or street living children; young people living with physical or intellectual disabilities; and victims of any kind of exploitation or abuse. It offers vocational training, mid- and long-term shelter with basic medical care and nutrition support, family tracing and reunification.

DAHTJP sits within the MoI and focuses specifically on combating the trafficking and sexual exploitation of adults and minors. DAHTJP is Cambodia’s frontline anti-trafficking police force—investigating crimes, supporting victims, collecting case data, and equipping officers with modern skills to respond effectively to both traditional and emerging trafficking threats. It runs a hotline number (023 997 919/ 017 276 222) for victims of trafficking and persons wishing to report cases of trafficking and related suspicious activities.

Department of Legislation is tasked with work related to prevention of Trafficking in Persons. It has been actively involved in developing counter-TIP textbooks for primary and lower secondary schools.

Department of Victims Protection sits under MoSAVY and has offices & social worker staff in every province in Cambodia that assist with reintegration and repatriation for victims of human trafficking and exploitation.

Destiny Rescue is a global Christian non-governmental organization (NGO) that has restored hope to thousands of children enduring sexual exploitation and human trafficking through rescue operations and reintegration programming operated in regions throughout Africa, Asia and Latin America.

Destiny Rescue finds and rescues children from sex trafficking in Cambodia and helps them stay free. Our reintegration services are culturally-relevant and focus on each child’s future. Kids also experience Christ’s love and care from our servant-hearted staff.

The Disability Action Council (DAC) is a government coordinating body under MoSVY that leads national disability inclusion efforts in Cambodia. It develops policies, monitors the National Disability Strategic Plan, and supports subnational councils across all 25 provinces. DAC promotes inclusive education, employment, and rights awareness, working closely with ministries, DPOs, and development partners to strengthen disability rights and participation.

Exceed Worldwide has been active in Southeast Asia since 1989, focusing on supporting individuals with disabilities, restoring their mobility, and fostering independence. In Cambodia, Exceed operates a specialized school for Prosthetist Orthotists and P&O Technicians. They also offer comprehensive physical rehabilitation services and run a private prosthetic and orthotic clinic in collaboration with the Ministry of Social Affairs, Veterans and Youth Rehabilitation.

EMDR Cambodia is an association of psychologists focusing on treating people with unresolved psychological trauma, providing training in mental health issues, and conducting scientific research on the themes of mental health among people living in Cambodia.

Friends-International is a global organization focused on child protection and supporting marginalized children and youth in Cambodia. General Department of Social Development sits under MoWA and is tasked with work related to counter-trafficking in persons and/or gender-based violence.

Hagar was founded in Cambodia in 1994. Hagar operates primarily in Phnom Penh, where it offers comprehensive services to women and children who have experienced trafficking, slavery, and abuse. Additionally, Hagar extends its support to survivors through community-based programs in Kampong Thom province. The organization also collaborates with the Royal Government of Cambodia to influence policies and legislation that protect women and children nationwide. ​ Hagar has helped women and children who have suffered the trauma of trafficking, slavery, domestic violence, and sexual abuse / exploitation to heal and rebuild their lives.

Hope for Justice (HFJ) is a Non profit international organization works to bring an end to modern slavery by preventing exploitation, rescuing victims, restoring lives, and reforming society. Target group: Men, women and girls are victims of human trafficking, sexual trafficking, and labor trafficking.

The Humanity & Inclusion (formerly Handicap International) is an independent international NGO that has operated in Cambodia since 1982. It provides high-quality rehabilitation, prosthetics, and orthotics through provincial centers like Kampong Cham. The organization also supports mine clearance, road‑safety initiatives, inclusive education, and livelihoods for people with disabilities—working to prevent disabilities, improve access, and promote social inclusion.

The International Justice Mission (IJM) in Cambodia works to combat human trafficking, particularly focusing on the protection of children and vulnerable individuals from sexual exploitation and forced labor. IJM partners with local law enforcement, government agencies, and communities to rescue victims, bring perpetrators to justice, and strengthen the legal and judicial systems to prevent future abuse. IOM Cambodia supports safe migration, combats human trafficking, and improves migrant health. It provides TB screening, health services, and reintegration support. KWCD provides short-term vocational training for victims of trafficking (men, women, and children) in all 24 provinces and job placement assistance for clients (post training)

Komar Rikreay is a Cambodian non-profit organization dedicated to the protection, rehabilitation, and reintegration of vulnerable children within their communities. Love Without Boundaries (LWB) is a U.S.-based nonprofit organization dedicated to improving the lives of vulnerable children and their communities in Cambodia. Since initiating operations in 2016, LWB has implemented a range of programs focusing on education, foster care, medical care, and nutrition. MoEYS is a member of the NCCT and leads the inter-ministerial Task Force for Prevention. It has worked with NGOs to develop a curriculum on the risks and prevention of TIP which will be implemented in schools from Grade 3-9 in 2020.

MFAIC is responsible for coordinating the repatriation of and assistance to Cambodians overseas who have been abused or exploited. It does this by working with the IOM and coordinating with the various consulates.

MoI is responsible for law enforcement in Cambodia. It chairs the NCCT and serves as its Secretariat.

MoJ is a member of the NCCT and leads the inter-ministerial Task Force for Judiciary Affairs. It administers and regulates the judiciary in Cambodia.

MoLVT is a member of the NCCT and leads the inter-ministerial Task Force for Migration

MoSAVY is a member of the NCCT and leads the inter-ministerial Task Force for Victim Protection. MoSAVY also supports awareness-raising of the public in TIP.

MoWA is a member of the NCCT and leads the inter-ministerial Task Force for International Relations. MoWA is the national institution with the mandate to upgrade the status of women throughout Cambodia. It has a program for lobbying and resources for creating laws, policies and strategies for the punishment of trafficking of women and children. It can also seek support for the effective implementation of these laws and promote public awareness about trafficking and support for victims.

Promotes and protects the rights of minority groups in Cambodia, especially among the Khmer Krom and long-term ethnic Vietnamese communities. Programs include monitoring, investigating, and providing legal services on human and minority rights violations and discrimination, and conducting education programs for stateless children.

The Mission Worldwide or Iris Cambodia Iris Phnom Penh, formerly known as The Mission Worldwide (TMW), is an international NGO operating in Cambodia since 2007. Affiliated with Iris Global, the organization is dedicated to combating human trafficking, exploitation, and abuse by transforming communities through love, relationships, and support.

The National Committee for Counter Trafficking’ (NCCT) is a national mechanism for coordinating and gathering information about the efforts of ministries, institutions, national and international NGOs, private sector, and other stakeholders to collaborate for combating human trafficking in transparent, accountable and high effective manner responding to the commitment of the Government to suppress trafficking in person (TIP). The mechanism plays crucial roles for providing opportunity to government, civil society organizations, development partners, and other public sectors for fighting against human trafficking, labor exploitation in Cambodia in close cooperation.

The National Police Commissioner leads the inter-ministerial Task Force for Law Enforcement under the NCCT. The General Commissariat of Cambodian National Police is usually the first to locate victims when anything happens in the locality or community.

Two main programs: Organising LGBT members in all 24 provinces and cities in Cambodia; and Empowering the LGBT community to advocate for their rights and support from local authorities and the public.

Ratanak supports young women who are survivors of domestic or international sexual and labour exploitation as well as men who are caught in labour trafficking situations across the Thai-Cambodia border. It offers long term support to trafficking survivors, including case management, economic empowerment and therapy, in both a residential setting (female, 18 bed spaces) and community settings. It has prevention, intervention and awareness training programs in at-risk communities through equipping volunteer community trainers. Target group: Victims of human trafficking and sexual exploitation are adults aged 18 and over, both male and female.

The Samaritan’s Purse International Relief- Cambodia Projects aim to support vulnerable rural communities by addressing urgent needs such as food security, clean water, education, healthcare, and anti-human trafficking efforts. Initiatives include agriculture and livestock programs, children’s education, maternal and child health services, and nutrition education. The organization also works to prevent human trafficking through awareness and skills training. In addition, it partners with local churches to support spiritual development and share the Gospel in communities where Christianity is a minority.

The Solidarity Center (SC) is a US-based international worker rights organization. Their programs focus on worker rights and freedoms, safe workplaces, and economic security. TPO provides psychological and mental health care to Cambodians. It runs self-help groups for victims of trafficking (self-esteem and self-confidence raising) and offers community-based care and treatment.

UN Women Cambodia contributes to the prevention of human trafficking and the protection of migrant women through programmes that promote women’s economic empowerment, rights awareness, safe migration, and gender-responsive governance. Its work supports vulnerable groups, including migrant workers, rural women, HIV-positive women, ethnic minority women, and women with disabilities, by strengthening access to livelihoods, services, and decision-making processes. UN Women also works with government, civil society, and the private sector to address the root causes of exploitation, improve protection frameworks for migrant workers, advance gender-sensitive migration policies, and prevent gender-based violence that increases women’s vulnerability to trafficking and abuse.

The United Nations Office on Drugs and Crime (UNODC) work in Cambodia is part of its broader regional efforts in Southeast Asia and the Pacific, indicating a commitment to addressing transnational crime and promoting justice within the country. UNODC’s work in Cambodia responds to these challenges via five inter-related Sub-Programmes:
(1) Transnational Organised Crime and Illicit Trafficking;
(2) Anti-Corruption;
(3) Terrorism Prevention;
(4) Criminal Justice Systems; and
(5) Drugs and Health, and Alternative Development.

The Vulnerable Children Assistance Organisation (VCAO) strives to provide a safe and secure environment for all children, free from violence, sexual abuse, and trafficking. Their primary goal is to ensure children’s care and development. Similar to terre des hommes Germany, VCAO likely works to promote child rights and well-being through various aid initiatives and development programs. This suggests a focus on holistic child welfare and protection. The VCAO’s mission underscores the importance of safeguarding children’s fundamental rights and creating opportunities for their healthy growth and development.

From October 2018, World Hope implemented a UN Women funded project to prevent and mitigate the impact of trafficking by establishing and delivering rapid protection interventions aimed at supporting survivors. The project was implemented in the three Northwest provinces of Cambodia bordering Thailand. Target group: Programs to prevent abuse, human trafficking, and violence against women and children.

World Relief Cambodia (WRC) is involved in various initiatives. It partners with the Cambodian government (MoSVY) to prevent human trafficking and offers disaster relief and emergency aid, especially during floods. Furthermore, WRC supports small businesses, as seen in its collaboration with Bent Tree Bible Church. These activities demonstrate WRC’s commitment to addressing poverty, promoting community development, and providing aid in Cambodia.

World Vision International in Cambodia is working on improving the well-being of vulnerable children, families, and communities through long-term development and humanitarian programs. WVC implements projects in areas such as child protection, education, health and nutrition, livelihoods, water and sanitation, and emergency response. By working in partnership with the Cambodian government, local authorities, and civil society, WVC empowers communities to address poverty and injustice. Its programs prioritize child sponsorship, community resilience, and sustainable development, aiming to create safe and nurturing environments where children can thrive and reach their full potential.
