The Action to the Community Development Center (ACDC) is a Vietnamese non-governmental organization (NGO) and organization of persons with disabilities (OPD), established in 2011 and led by and for persons with disabilities. It works in the areas of policy advocacy, accessibility, social inclusion, child protection, and the provision of free legal aid, while implementing community-based projects in several provinces. ACDC is a key actor in promoting equality and improving the quality of life for persons with disabilities and other vulnerable groups in Viet Nam.

Since 2001, AAT has been working in Vietnam to empower and to protect vulnerable communities with the development of community and individual programs. AAT is the pioneer in advocating and acting against the sexual exploitation of children and human trafficking for sex slavery in Vietnam.

Blue Dragon Children’s Foundation is a Vietnam-based NGO dedicated to ending human trafficking and protecting children and young people in crisis. The organization rescues survivors of trafficking, exploitation, homelessness, and abuse, while providing comprehensive support including shelter, family reunification, education, psychosocial care, legal assistance, and livelihood opportunities. Through its integrated approach of direct services, community-based prevention, and policy advocacy, Blue Dragon works to address the root causes of trafficking and create lasting systemic change to protect vulnerable children and communities across Vietnam.

The British Embassy in Vietnam endeavours to combat human trafficking and irregular migration by raising public awareness, organizing communication campaigns, workshops, and forums to share international experiences. The Embassy also promotes multilateral cooperation with United Nations agencies, the government, and civil society organizations to develop policies, support victims, and enhance prevention measures. In addition, it works with international organizations to encourage responsible recruitment and labor practices among businesses in Vietnam, thereby helping to prevent forced labor and protect human rights.

The Bureau for Press is responsible for promoting and enhancing public awareness of trafficking in persons (TIP).

CARE Vietnam has a strong focus on the poorest and most isolated women from ethnic minorities as well as socially marginalised groups living in the urban areas, such as sex workers, female migrants, and female factory workers. It works on: access to income; female leadership and participation, preventing GBV.

Center for Development and Integration (CDI Vietnam) is a non-governmental, non-profit organization of Vietnam established in 2005, working for the rights of disadvantaged groups to build a just, united society and sustainable development. CDI Vietnam promote good socio-economic development, good governance, and the creation of a society in which the poor, women, men, girls and boys are respect and fair treatment in the context of rapid economic integration in Vietnam and Asia.

The Center for Research & Application of Science on Gender, Family, Women and Adolescents (CSAGA) is a private science and technology organization working to support and inspire women and girls toward happy lives free from gender-based violence.

Its strengths lie in communication, integrating art into development, and collaborating with various partners to support women and girls affected by gender-based discrimination and violence.

The Centre for Women and Development (CWD) is an institution directly subordinated to the Vietnam Women’s Union (VWU) with the function of serving socio-political activities and supporting the comprehensive development of capacities, occupational skills, well-being, and aesthetics for Vietnamese women. CWD is permitted to provide business and hospitality services to raise income to support disadvantaged women.

It operates three shelters for female victims of domestic violence and trafficking—two in Hanoi, known as “Peace House,” and one in Can Tho. The shelters also offer a follow-up programme after 20 months, providing counselling, vocational training, and legal assistance.

CWD supports the political and social activities of the Vietnam Women’s Union. Criminal police department investigates complicated TIP cases which are interprovincial or involve foreign elements. It is the Standing Office for the Program 130/CP on counter trafficking in persons of Vietnam.

The Department of International Cooperation of the Ministry of Home Affairs represents the country on the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC) with regard to women’s rights.

The Department of Maternal and Children’s Affairs of the Ministry of Health is responsible for developing laws, strategies, policies, and national programmes related to reproductive, maternal, newborn, child, and adolescent health. It also issues national technical standards and clinical guidelines for maternal and child health services, and manages and operates the TIP hotline (#111).

The Department of Social Welfare under the Ministry of Health is responsible for developing laws, strategies, policies, and national programmes in the area of social welfare. It conducts policy advocacy related to the protection and support of vulnerable groups, including victims of trafficking in persons (TIP) and persons with disabilities.

The Department of Youth Affairs and Gender Equality of the Ministry of Home Affairs is responsible for the state management of youth affairs, gender equality, and matters related to female cadres. It also oversees mass mobilization and the implementation of grassroots-level democracy.

Hagar is focused on providing recovery services for survivors of human trafficking, slavery and abuse. It provides shelter, counselling, case management services, legal support, education, job skills training and job placement assistance.

Youth Union supports communication campaigns and organizes awareness raising on TIP and prevention of other crimes for youth.

ICS empowers the LGBTI community in Vietnam to speak up and advocate for their human rights.through various activities such as training, organizing seminars and events, providing advisory services.

ISEE promotes the rights of minority groups (including LGBTIQ, ethnic minorities) in Vietnam.

MOE is responsible for incorporating information on the prevention and suppression against human trafficking within extra-curricular programs that meet the requirements of different grades and disciplines; the dissemination and education on prevention, suppression against human trafficking for pupils, students and trainees.

The Ministry of Health provides protection and reintegration support for a range of vulnerable individuals, including victims of trafficking. It operates approximately 400 social protection centres through local authorities. Support services include healthcare, legal assistance, accommodation, food provision, and job placement.

MoJ acts as the focal point and collaborates with MPS and other related ministries to evaluate the impact of the anti-human trafficking law; propagate the law; foster civil enforcement on prevention and suppression of human trafficking and provide legal aid for victims.

Followings are the relevant departments under the MoJ handling anti-human trafficking issues:

Department of Administrative and Criminal Laws: drafts and amends legal documents related to TIP.

Department of State compensation: supports trafficked victims in obtaining compensation.

Department of Legal Dissemination, Education and Legal Aid: provides guidance and support to ensure access to justice for vulnerable groups; Advise on policies, programs, and strategies related to legal education and legal aid.

Provincial Legal Aid Centers: provides legal counseling, legal aid and legal services. These services are provided free of charge for victims of trafficking

MPS is the Standing Agency of the NSC on Crime Prevention and Suppression. It has the overall responsibility in leading and supervising the implementation of the National Plan on Anti-Human Trafficking. Its specific roles under the National Plan are:

Prevent, detect and investigate TIP cases, rescue and identify victims, support essential needs for victims immediately after rescue, issue certification of victim status for the rescued victims and transfer them to MOLISA’s nearest centers;

Recommend Government to issue appropriate policies, laws and strategies on the protection of national security and maintenance of social order and safety, the fight against crime (including TIP) and law violation as well as to direct the implementation of these documents; and

Implement international commitments and obligations, expand international cooperation in prevention and fight against crimes and law violations, implement criminal and justice assistance.

Department of Foreign Relations directly negotiates international legal instruments related to TIP and coordinates the rescue of overseas Vietnamese victims.

NBG is responsible for the prevention and combating TIP in border areas; receive, classify and handle crime reports and information related to TIP cases; detect and investigate TIP cases; and rescue, receive and protect victims.

Under NBG are the following departments:

Department of Crime and Drug Control: helps identify, receive and/or rescue trafficking victims

Border Guard in Border Gates: receives victims or returned people, managing the immigration on land

Border Guard Units under Provincial Military Command: tasks to conduct initial investigation of TIP case

Organisation of Persons with Disabilities in Can Tho city (CAPD) is an organisation of persons with disabilities in Can Tho city. It works to empower persons with disabilities in the Mekong Delta through skills development, rights awareness, advocacy, and social inclusion.

Organisation of Persons with Disabilities in Hanoi (DP Hanoi) is an organisation of persons with disabilities in Hanoi city. It works to advocate for disability rights, build capacity, raise public awareness, and support social inclusion through education, vocational training, and employment opportunities. DP Hanoi also partners with international and local organizations to implement projects on digital literacy, gender-based violence prevention, and inclusive development, aiming to improve the quality of life and ensure equal participation of people with disabilities in society.

Organisation of Persons with Disabilities in Ninh Binh province is an organisation of persons with disabilities. It works to raise public awareness, and support social inclusion through education, vocational training, and employment opportunities.

Oxfam Vietnam has a strong focus on ethnic minorities. Its women’s rights program supports poor and marginalised women, particularly women of different social and ethnic groups, in their empowerment and participation in decision-making. It is also one of few NGOs working on LGBT rights in Vietnam

Pacific Links works throughout Vietnam and along the provinces bordering Cambodia, China and Laos. Its counter trafficking initiatives include: education and awareness raising; comprehensive reintegration support including safe housing; and partnerships from local to international level.

People’s Police Academy (Criminal Police Faculty) under the Ministry of Public Security provides training on trafficking in persons for police officers and police cadets.

People’s Supreme Procuracy is responsible for prosecution, supervision and handling of human trafficking crime. Under the National Plan it is also mandated to develop anti-trafficking database.

Followings are the relevant departments and institutions under People’s Supreme Procuracy:

Department No.2 undertakes prosecution of complicated trafficking in persons cases and provides policy guidance on TIP prosecution.

Department No. 13 is responsible for mutual legal assisstance on TIP, central authority on MLAT.

Institution of Prosecutorial Science conducts scientific research, provide guidance on TIP prosecution, publish COM product, magazine on TIP prosecution.

Provincial People’s Procuracies, and the Regional People’s Procuracies is responsible for prosecution of TIP cases occurring in the provinces.

Procuracy agencies at provincial and local levels is responsible for prosecution of TIP cases occurring in the provinces.

PLAN works to protect children especially the marginalised and excluded groups in Vietnam from all forms of violence. It implements a Girls Get Equal-funded work in Ha Giang to prevent and reduce child marriage while improving the lives of children and young women though education, health, and gender awareness.

Planète Enfants & Développement (PE&D) is a French NGO founded in 1984, working in Asia and Africa to protect children, empower women, and support vulnerable families. In Vietnam and other countries, PE&D promotes early childhood development, child protection, and women’s socio-economic inclusion through training and community development programs.

REACH provides vocational training, career advice, and job placement services for Vietnam’s most disadvantaged youth. Target group includes young women from marginalized groups such as trafficked women, and women from families living with / affected by HIV or other difficult circumstances.

SAFE project works with VWU at the provincial level to reduce the risk of child exploitation and trafficking in persons from ethnic minority communities. SAFE will train government leaders, ethnic minority village leaders, and teachers on basic knowledge of human trafficking, safe migration, victim support and referral, and skills to train others.

The Supreme People’s Court is responsible for the adjudication of trafficking in persons (TIP) cases and for providing guidance on the application of laws related to TIP.

The Consular Department of the Ministry of Foreign Affairs supports trafficking in persons (TIP) victims and returning nationals through consular protection services, including victim identification and assistance.

The program establishes the Child Protection System that is aimed at preventing and responding to all child protection concerns such as child trafficking; child sexual abuse exploitation, both online and offline; and child labour. UNICEF works through policy and legal reform advocacy; institutional capacity building for the welfare, education, health, law enforcement and judicial sectors; research and data collection; partnership with the private sector; and demonstration models. Examples include child-friendly and gender-sensitive investigation, prosecutorial and adjudication procedures in handling sexual violence cases involving minors; the establishment of Child and Family Courts; and the pilot of one-stop crisis center for child and woman survivors of GBV.

VNAH supports Vietnamese with disabilities and other disadvantaged groups to regain mobility and improve their socio-economic status; to build capacity of local service providers; and to assist the Vietnamese government in development and implementation of national policies affecting people with disabilities and civil society.

The Vietnam Association of Enterprises of Disabled People (VAIDE) is a national-level organization that brings together enterprises founded or operated by war invalids, persons with disabilities, and their dependents. It serves as a collective platform for these entrepreneurs, promoting mutual support, business development, and social inclusion.

The Vietnam Chamber of Commerce and Industry (VCCI) is the national organization representing the business community and employers in Viet Nam. Through its Employers’ Bureau, VCCI serves as the voice of employers in social dialogue mechanisms, policy consultations, and the development of policies related to labour, employment, and social welfare, including issues such as forced labour and trafficking in persons (TIP).

The Vietnam Federation on Disability (VFD) is the national umbrella organization representing approximately 50 organizations of persons with disabilities (OPDs) across the country. It serves as a collective voice for persons with disabilities, with a focus on policy advocacy, including contributions to the revision of the Law on Persons with Disabilities and the promotion of inclusive policies at both national and provincial levels.

VGCL is the national trade union confederation of Vietnam, representing workers through provincial and sectoral trade unions across the country. It is headquartered in Hanoi and serves as the umbrella organization for Vietnam’s trade union system. It has done work on preventing the exploitation of Vietnamese workers abroad, e.g. form an association of Vietnamese migrant workers in South Korea to inform them about their rights and services available.

The Vietnam Women’s Union (the Union) is a socio-political organization within the national political system, representing the legitimate rights and interests of women across all social groups. It works to promote the development of women and advance gender equality. The Union is a member of the Vietnam Fatherland Front, the International Federation of Democratic Women, and the ASEAN Confederation of Women’s Organizations.

The Vietnam Women’s Union’s Committee for Women’s Affairs works on raising awareness on TIP for women and supporting female trafficked victims to reintegrate into the community, and monitoring of Gender Equality in Laws and Policies.

VLA runs more than 50 legal consulting centers (LCCs) that can provide legal services to trafficked victims. The LCCs can provide assistance to not only identified victims, but also presumed victims and their families.

Implements “Brighter Path”, a program for Ethnic Minority Girls to provide hope for a brighter future and a break from the poverty cycle for ethnic minority girls in Vietnam.

WV Vietnam runs an Economic Empowerment for Ethnic Minorities in Quang Tri project that seeks to improve the economic well-being of 1,200 poor ethnic minority households over a five-year period from 2018.
